- NA This Federal Business Opportunity Announcement is notice that TRICARE Regions 6, 7, & 8 which includes all 46 Military Medical Treatment Facilities (MTFs) in the states of Arizona, Arkansas, Colorado, Idaho, Kansas, Louisiana, Missouri, Montana, Oklahoma, Nebraska, Nevada, New Mexico, North Dakota, Texas, South Dakota, Utah, and Wyoming are in the standardization process for the product line of Water Based Surgical Hand Scrub. The intent of this standardization is to establish regionally preferred sources for hospital supply items and to standardize purchasing of these products for the MTFs. Additional TRICARE Regions may elect to join after the award. Clinical Product Teams (CPTs) will evaluate this product line. CPTs are composed of Physicians, Nurses a nd Technicians who have expertise and knowledge of the products. They will review and technically evaluate the products submitted. TRICARE Regions 6, 7, and 8 deems the CPT members to be medical experts. Therefore, they are qualified to determine which pr oducts are acceptable. Their recommendation can be accomplished by literature review, presentation, demonstration or clinical evaluation. Companies interested in having their products evaluated for possible inclusion in the standardization process should carefully review the stated item requirements. GENERAL REQUIREMENTS are as follows: 1) Full product line of Water Based Surgical Hand Scrub for the end users. 2) Ability to service all MTFs in the regions identified above with clinical support, educati onal programs and utilization reports. 3) Provide volume discounts and support a return goods policy. 4) The ability to provide and assist in a plan of implementation, including a conversion chart to show competitors like items. SPECIFIC REQUIREMENTS AR E: 1) Does your company manufacture an antimicrobial solution for surgical scrub that includes but is not limited to PVP, CHG, and PCMX? 2) Does your company manufacture scrub brushes with and without antimicrobial solution? 3) Does your company manufact ure scrub brushes with and without nail cleaners? 4) Are your products available through Prime Vendor; Cardinal Health? If yes, what is your DAPA Number? 5) Under what brand(s) does your company manufacture or distribute your products? 6) Are instructio ns for use of this product consistent with recommendations for surgical hand antisepsis in the 2002 CDC Guideline for Hand Hygiene in Health-Care Settings? 7) Is your product hypoallergenic? 8) What is the spectrum of antimicrobial protection? Please pro vide your kill rate data. 9) Are your product containers designed to prevent spilling and falling off once mounted? 10) Does your product have a skin conditioner or moisturizer to protect the skin against drying and breakdown? If so, can your company prov ide data regarding compatibility with a skin moisturizer that is also latex compatible? 11) Is your product compatible with non-latex gloves? 12) Does your company have MSDS information available for distribution with your product? 13) Is there any histo ry of back-orders and/or recalls for this product group? If yes, please answer: a) Dates and duration b) Cause c) Resolution. This is not a Request for Proposal and samples are not being requested at this time. The purpose of this notice is to seek commer cial sources that will meet the U.S. Government requirements. After you have notified the Tri-Service Regional Business Office (TRBO) that your company wishes to participate, your company will be notified before the start of the standardization process fo r this Product Line. If your company currently holds or is in the process of obtaining a Distribution and Pricing Agreement (DAPA) with the Defense Supply Center Philadelphia (DSCP), your company is eligible to participate in the standardization process. For information on the DAPA process, contact Mr. John Charalabidis at (215) 737-7124. Distribution of these products for the MTF's will be accomplished throug h the DoD Prime Vendor program. If your company can provide any of these products, please forward literature of all items available from your company that meet the product descriptions above and any corresponding product literature no later than 6 Aug 200 3. Those companies that do not reply by this date may be eliminated from consideration. If the CPT recommends a company, the TRBO may request sales data to facilitate a conversion plan. This information will be treated as proprietary and not releasable. Suppliers may be required to conduct clinical trials and provide clinical samples at no cost to the government.
