- 03CR56-No Solicitation CONTACT: Sandy Lintz 303-236-9323 e-mail preferred slintz@usgs.gov -- 45 Day Announcement - Responses Are Due No Later Than 08/25/03 Concerns having the ability to furnish the supplies and services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within forty-five (45) calendar days from the date of this synopsis. Salient characteristics: The U.S. Geological Survey (USGS), Office of Employee Development (OED), Supervisory/Management Development Program (SMDP) has a requirement for specialized services and acknowledged as the experts in the combined power of evaluation theory, diffusion and return on investment theory needed to address the role of knowledge, learning, and cultural inculcation to enhance the capabilities of individual people and the organization they inhabit. By evaluating the effectiveness of its SMDP and understanding the extent to which the program is effective, the USGS will be able to more easily move towards the goal of developing effective supervisors and managers within a leadership culture. Expertise in complex diffusion and return on investment theory as well as how to interface those approaches with evaluation theory and the measurement approach for strategic changes issues in the USGS are critical for this procurement. The work will require expert knowledge of diffusion theory as an evaluation tool to measure the effectiveness of the USGS SMDP and to provide guidance on areas that need improving within the program. Expert knowledge of the USGS SMDP evaluation process, to date, is required, specifically active participation in the program, understanding of the USGS vision and goals and the USGS Strategic Plan. Experience in the empirical investigation of adoption decision-making using survey research designs and advanced statistical models in social sciences is required. Based on the information available at this time and in accordance with FAR 6.302-1, the Government considers the specialized services as a sole-source from Walden Consulting, Granville, OH, and proposes to negotiate a contract with this firm on that basis. However, should additional sources be identified, they will be considered. Vendors who feel that they can furnish the specialized services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and other materials that correspond to the required services stated herein. This information will be evaluated and used to determine if competitive opportunities exist. No solicitation document exists, therefore, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See numbered note 22.
