- The original Sole Source Synopsis for the 3-Ton Adjustable Crane Dated 11 June 2003 is being opened for competition as follows: THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number N68335-61103 is issued as a competitive request for proposal (RFP). (iii) The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-26. (iv) This solicitation is a small business set aside in accordance with FAR 52.219-6. NAICS is 339999. (v) Contract Line Item Numbers (CLINS) are as follows: CLIN 0001 Heavy Duty 3-Ton Adjustable Steel ?A? Frame Type Hoists p/n-S6T-1520SC qty (6), CLIN 0002 Heavy Duty 3-Ton Hand Chain Hoist p/n-CMCHH061311W qty (6), CLIN 0003 3-ton push trolley p/n 70-3815 qty (6), CLIN 0004 5ft of Extra Hand Chain qty (6), CLIN 0005 Load Test Certifications qty (6), All Items should be in accordance with the following Statement of Work: 1. SCOPE. The requirements specified herein are for six (6) heavy-duty 3-ton adjustable steel ?A? frame type hoists. The hoists are required at the Aircraft Intermediate Maintenance Department (AIMD) power-plant shop, located at the Naval Air Facility Atsugi, Japan, in support of the F414-GE-400 Turbofan engine program. The requiring activity is the Naval Air Warfare Center, Aircraft Division, (NAWCADLKE), Highway 547, Mail Stop 485100B562-2, Lakehurst, NJ 08733-5104. 2. REQUIREMENTS. The contractor shall be responsible for the design, fabrication, quality assurance, and delivery, of six (6) steel, heavy duty adjustable ?A? frame type cranes. The crane must be capable of safely lifting/moving 3-ton loads. The crane is required to hoist the F414-GE-400 turbofan engine or engine modules within the power-plant shop. The hoist must be equipped with a heavy-duty stainless steel hand chain hoist rated for 3-tons, and a push trolley that is also rated for 3-ton loads. The hoist must meet all of the technical, and quality assurance, requirements specified herein. 3. PARTS SELECTION. All parts used shall be new. Gantries shall be made with heavy gauge steel. All bolts, pins and hardware shall be plated in accordance with best commercial practice to prevent corrosion. Commercial or MIL standard parts and threads shall be used whenever possible. 3. CRANE DESIGN. Portable heavy-duty Steel ?A? frame type crane rated for 3-ton loads. Crane shall have height and span adjustment capability. Crane shall be equipped with a heavy- duty push type trolley, hand-chain, and casters. 4. CRANE HEIGHT. Crane height shall not exceed 15-feet 10-inches maximum. Height shall be adjustable up or down at 6-inch intervals to allow the crane to go over loads/materials in its path, or lowered to operate under low ceilings, obstructions or through doors. Crane main legs shall have the capability to be set at different heights to compensate for uneven floors. 5. CRANE SPAN. I-beam shall be manufactured from ASTM36 type structural steel. Span shall not exceed 20-feet, and shall be adjustable. Span shall have the capability to lift loads in inboard, outboard, or in a cantilever configuration. Trolley shall be capable of traveling the entire length of the I-beam. The I-beam support system shall have self-alignment capability to deal with off-center loads. 6. CRANE TREAD. Tread shall be adjustable between 6? 0? minimum and 10? 0? maximum to allow rolling through the engine shop?s narrow aisles or doorways without disassembly. At maximum crane height and maximum crane spread, clearance between the legs under the I-beam shall be at least 15-inches. A safety cable shall be provided inside frame tubes to prevent overspreading when adjusting. 7. PUSH TROLLEY. Trolley shall be manual push type, and capable of handling loads up to 3-tons. The Trolley shall be capable of traveling the entire length of the I-beam. 8. HEAVY DUTY HAND CHAIN HOIST Shall be corrosion resistant and equipped with load limiters for automatic overload protection. It should also be equipped with a fully enclosed brake. Due to the height requirements, each crane shall be provide with 5-feet of additional heavy-duty hand chain. 9. CASTERS. Each hoist shall be equipped with four-position swivel-lock type casters. Wheel caster diameter shall be 8-inches in diameter. Casters shall be equipped with brake mechanisms. 10. SURFACE FINISH. All steel components shall be pre-treated and dip painted in lead and chromate-free paint to protect inner and outer tubing walls from corrosion. Topcoat shall high-gloss industrial quality white paint. 11. IDENTIFICATION MARKING. Mark externally in accordance with best commercial practices. Each nameplate should display the following information: Manufacturers PART NUMBER Manufacturer?s CAGE CODE Serial Number NOMENCLATURE NATIONAL STOCK NUMBER: (If available) Max Load Capacity (Lbs.) 12. LOAD TESTS. Prior to delivery, each crane shall be subjected to a load test. Load test shall be 125% of safe working load. Load test certification documentation shall be prepared and delivered in a plastic pouch/envelope attached to each crane. In addition, copies of load test certification documentation shall be provided/delivered to NAVAIR Lakehurst, Code 4.8.5.1, Lakehurst, NJ 08733 IAW CDRL A001. To successfully complete the test, the unit under test (UUT) must not exhibit any plastic deformation (permanent deformation). Then, each crane must be subjected to a Non-Destructive Inspection (NDI) to check for cracks. Acceptance criteria: No cracks allowed. The contractor shall be responsible for preparing/providing the load test documentation to certify the successful completion of load tests. The documentation provided must be on company letterhead, to certify that a proof-load test was performed on each crane, and as a minimum, the load test certification letters shall contain the following information: a. Part Number b. Cage c. Serial Number d. Nomenclature e. Date of test f. Proof load applied g. NDI test results h. Load test diagram i. Contract Number 13. SAFETY. The crane shall not present any hazards to the operator and shall comply with American National Standards Institute (ANSI), and Occupational Safety and Health Administration (OSHA) regulations. Provisions for the safety of personnel shall be incorporated to the maximum extent possible with regard to anticipated operating conditions and capability of operating personnel. Warning labels shall be provided at hazardous locations inside and outside the system as necessary to comply with OSHA. 14. SHIPPING INSTRUCTIONS. The contractor shall package and ship all hardware in accordance with best commercial practices. The contractor shall ship hardware FOB destination to the following destination: DODAAC: N68335 NAVAL AIR WARFARE CENTER SUPPORT EQUIPMENT STAGING AREA HWY 547, BLDG. 195 (HANGAR 6) LAKEHURST, NJ 08733-4851 Mark For: F414 Engine PSE 15. QUALITY ASSURANCE/CONFIGURATION CONTROL REQUIREMENTS Complete inspection and acceptance shall be performed at the contractor?s plant in accordance with Quality Assurance Form QM1006 --END (vi) All items shall be preserved, packaged, packed, and marked in accordance with best commercial practices. Delivery shall commence as soon after contract award as possible. FOB destination. (vii) FAR 52.212-2, Evaluation ? Commercial Items is incorporated by reference. Addendum 52.212-2 Para (a): Award will be made to the lowest priced, technically acceptable offeror. Multiple awards may be made (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Items (Nov 1995) with its offer.
