Description
The Naval Undersea Warfare Center Division Newport RI intends to award a contract with firm fixed price provisions under FAR parts 12 and 13 procedures (commercial items; simplified acquisition procedures), for a two phase effort relating to Submersible Ship Guided missile Nuclear (SSGN) All-Up Round Volumetric Shapes (AURVS). Phase I is for manufacturing/production/mech. Engineer support (with background in fabrication methods) to provide advice in the final design process. Est. level of effort is one man-year over a four month period, beginning mid-NOV 2003. The engineer must be available to attend bi-weekly design meetings/reviews at NUWC Division Newport. Phase II is to fabricate thirty-five SSGN AURVS, including a First Article unit. Production units are to be delivered at a rate of two every seventeen workdays once 1st Article acceptance has occurred (final delivery is in the May-June 2005 timeframe). GFP includes: refurbished capsules; cabling; connectors, but the contractor shall be responsible for picking up the capsules from NUWC Division Newport, RI and transporting them to its facility. Phase II will initially be priced out by the Government with a Not-T-Exceed figure; contractor repricing shall be required once the design is finalized. Procurement is a 100% set-aside for small businesses and will be competed on a Best Value basis. Technical Evaluation factors are: past performance; technical capability (must demonstrate ability to: machine/lathe and fabricate and form with steel/Farrilium in excess of .2 inch thick and pipe in excess of 23 inch diameter and 260 inches length; design, build and test (300 psia) pressure vessels in excess of 27 ft. CU and 20 ft. in length; precision fabricate and perform metal forming of complex shapes to high tolerance; and, lift and transport multiple assets of 25 ft. L by 3 inch D and 5000 lbs. Weight; Demonstrated ability to meet/exceed delivery schedule (GANTT chart required for Phase II); Facilities (must have indoor work area of not less than 30 ft. x 100 ft. for vehicle fabrication and an additional 30 ft. x 50 ft. secure (fenced or indoor) area for asset/capsule storage. Anticipated RFQ release date is: 14 AUG 2003. NAICS: 33299. Our department no longer issues solicitations or amendments in paper form.
