Description

Contract N00140-02-C-3437 was placed with the University of West Florida (UWF) for the development and delivery of an enhanced version 3 of the IHMC Concept Mapping (Cmap Tools) and the application of Cmap Tools to the Skills Object Knowledge Model for the Professional Mariner Mission Area Analysis ratings. Laboratory evaluation and user recommendations during the development and application process, has identified the need for additional capabilities and enhancements to Version 3 of the CmapTools kit. The additional requirements include the incorporation of Problem-Based-Learning (PBL) methodologies, capabilities to identify uniqueness of concept maps within the set of servers, a way to compare maps, find differences, distinguish changes, and the addition of advisory modules for experts constructing concept maps. Knowledge model applications are to developed in such a manner that they may be hosted through Navy E-Learning distanced learning distributed system. The Navy intends to acquire the additional capabilities and enhancements to Version 3 of the CmapTools kit on a sole source basis from UWF by modification to Contract N00140-02-C-3437. Development and delivery of the enhanced software will involve labor, materials, supplies and travel. Due to the additional requirements, the period of performance will be extended through December 2004. Numbered Notes 22 and 26 apply.
