Description
Description: The Fleet and Industrial Supply Center, Puget Sound has the following Technical and Engineering Services requirement in support of Naval Undersea Warfare Center (NUWC), Keyport, WA: (1) Technical Analysis, Studies and Reports, (2) Emerging Technology Studies, (3) Production Services, (4) Knowledge Management Support, (5) Foreign Military Sales Support, (6) System/Software Development and Documentation, (7) System/Software Operation, Upgrade and Maintenance, (8) Configuration Management and Drafting, (9) Operational Test Support, (10) Assembly/Disassembly, Testing, Modification and Installation, (11) Prototyping, (12) Process Engineering Support, and (13) Material or Chemical Analysis. Efforts to be performed on this contract will primarily take place at/or in the region of the Naval Undersea Warfare Center, Division Keyport, WA (95%), detachments at Hawaii & San Diego, CA (4%), and other (1%). The Government anticipates an unrestricted Cost Plus Fixed Fee, Indefinite Delivery Indefinite Quantity (IDIQ) Level of Effort with a base year and four (4) option years. The anticipated Level of Effort (LOE) for this solicitation is as follows: Base Year (191,556 hrs), Option Year 1 (229,888 hrs), Option Year 2 (275,870 hrs), Option Year 3 (331,044hrs), and Option Year 4 (397,254). This will be a Multiple Award Contract (MAC). The contract base year period of performance is anticipated to begin 01 April 2004 through 31 March 2005. Offers will be evaluated on the basis of Best Value to the Government. Selection of the contractor(s) is to be based on other than the lowest price, technically acceptable offer. Award under this procurement will be made to the technically acceptable offer which provides the best value to the Government, past performance and cost considered. This contract will be subject to the Trade Agreement Act of 1979. This is not a commercial (FAR Part 12) acquisition. A secret Facility clearance and safeguarding capability is required. The Service Contract Act will apply. FOB Destination. Oral presentations of the Technical capability/Management Plan are anticipated. There will be a Pre-Proposal Conference / Site Visit tentatively scheduled for 30 July 2003 @ 0800 at the NUWC Keyport Auditorium. There is no limit as to the number of individuals per company that can attend. If interested in attending the Pre-Proposal Conference / Site Visit, please submit names of those attending, company, SSN, and Citizenship to Brian Begley brian_r_begley@puget.fisc.navy.mil. Only written requests for information will be honored. Faxed requests will also be accepted at 360-476-8701. All requests to attend Pre-Proposal Conference should be received by this office NLT 25 July 2003 @ 1200. When issued, the RFP and any subsequent amendments will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. It is anticipated that the RFP will be issued on or about the week of 21 July 2003, with offers due on or about 21 Aug 2003. All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFP from this website (WinZIP or other unzipping software is required) and to frequently monitor that site for any amendments to the RFQ. Interested parties may utilize www.fedbizopps.gov and request an E-mail notification by clicking on the FedBizOpps Vendor tab then "Acquisition Notification service then register to receive notification by solicitation number." By registering with this service, you should receive notification as to when the solicitation has been uploaded to the NECO website. PLEASE NOTE: FISC PUGET SOUND DOES NOT GUARANTEE THIS NOTICE. OFFERORS ARE STILL RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION ON THE NECO WEBSITE. No telephone or fax requests for the RFQ package will be accepted. An email request to brian_r_begley@puget.fisc.navy.mil will be accepted only in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted solicitations or quotes and associated amendments prior to the date and time set for receipt of proposals or quotes may render your proposal or quote nonresponsive and result in the rejection of same.
