- Description
- The Naval Research Laboratory (NRL) has a requirement for engineering and technical support that includes hardware and software system engineering, system analysis, component specification, and data collection and analysis. The contractor shall support the following task areas: Integrated Electronic Countermeasures, Multi-Spectral Countermeasures, Autonomous Jammer Controller concepts, and Non-Cooperative Target Recognition. The unique nature of this research requires access to NRL hardware, classified computing resources, and databases dictating that a major portion of the labor tasks be performed on-site at NRL. The contractor shall provide on a level-of-effort basis approximately 41,150 of scientific, technical, engineering, and administrative support hours for this five-year effort (approximately 8,230 support hours per year). A detailed statement of work will be issued with the solicitation. The Government anticipates an award of a Cost Plus Fixed Fee (CPFF) type contract. Personnel proposed to work on the resultant contract shall have a Top Secret clearance or shall be capable of obtaining at least a Top Secret clearance prior to contract commencement. The period of performance for this effort is five years. The North American Industry Classification System (NAICS) is 541710. The NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources may submit a proposal, which will be considered by the agency.
