Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F44650-00-T-0001 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-15 and Defense FAR Supplement (DFARS) Change Notice 20000413. This solicitation is being issued unrestricted. The standard industrial classification (SIC) code is 7515 and the size standard is $18.5M. This combined synopsis/solicitation is for the lease of 6 each (CLINs 0001 through 0006), 2001 model year executive vehicles at 4 geographical locations. Term of the lease agreement is 12 months beginning 1 Oct 00 and ending 30 Sep 01. Delivery of 2001 vehicles must be no later than 1 Oct 00. The lease agreement will also provide for routine maintenance to include regular oil changes, oil filter changes, and tire rotations as set forth in the appropriate owner_s manual for the lease vehicle (costs for this service should be included in the monthly lease price). Vehicles must be equivalent to the class of sedans currently being leased at the following locations: At Langley AFB, VA: (CLIN 0001) 1 each Chrysler LHS/300M Sedan, (CLIN 0002) 1 each Chrysler Concorde Sedan, (CLIN 0003) 1 each Chrysler Cirrus LXI Sedan. At Shaw AFB, SC: (CLIN 0004) 1 each Chrysler LHS/300M Sedan. At Barksdale AFB, LA: (CLIN 0005) 1 each Chrysler LHS/300M Sedan. At Dyess AFB, TX: (CLIN 0006) 1 each Chrysler Cirrus LXI Sedan). Delivery of each vehicle must be made FOB destination to each location and delivery must be made no later than 1 Oct 00. The following FAR provisions and clauses are applicable to this acquisition: FAR 52.208-4, Vehicle Lease Payments, FAR 52.208-5, Condition of Lease Vehicles, FAR 52.208-6, Marking of Leased Vehicles, FAR 52.208-7, Tagging of Leased Vehicles, FAR 52.212-1, Instruction to Offerors_Commercial, FAR 52.212-2, Evaluation _Commercial Items (evaluation will be made based on price and ability to meet delivery requirement), FAR 52.212-3, Offeror Representations and Certifications_Commercial Items, FAR 52-212-4 Contract Terms and Conditions_Commercial Items, FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders_Commercial Items, para (23) is checked.. The following DFARS provisions and clauses are applicable to this acquisition: DFARS 252-204-7004, Required Central Contractor Registration and DFARS 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Include copies of 52.212-3, Offeror Representations and Certifications_Commercial Items with your quote. Upon request, the Contracting Officer will make the full text of all of the above mentioned clauses available. Also the full text of a clause may be accessed electronically at the following internet address: http://farsite.hill.af.mil Offerors should provide monthly pricing for the 3 vehicle types (CLINS 0001 through 0006) and include a total price for the full 12 month period. One award will be made to one contractor for all vehicles at all locations. Interested parties must respond no later than 4:00 p.m., EDT, 12 Sep 00. Responses must include written documentation providing conclusive evidence that the offeror is able to provide the described service and/or include a proposed lease agreement document. Responses shall be submitted in sufficient detail to enable accomplishment of a thorough technical evaluation. Quotes will be evaluated in accordance with the following criteria: price, conformance to the line item descriptions, quantity, and delivery schedule. All responses will be evaluated by the Contracting Officer on the basis of the information submitted.
