DESCRIPTION : IMPORTANT NOTICE : This requirement was previously posted as a Draft Statement of Work on 03 May 01, 19 Jun 01, 03 Aug 01 and a Draft RFP on 17 May 01 and 19 Jun 01. All previously posted Draft Statement of Works and Draft RFPs can be viewed under F44650-01-R-0013. The ACC Contracting Squadron, Langley AFB VA is soliciting proposals for an OMB Circular A-76 Cost Comparison Study for the ACC Communications Group Weapons Systems and Desktop and Network Applications (DNA) Systems Information Technology (IT) Support Services at Langley AFB VA. The requirement includes the following specific functions in supporting Weapons Systems and Desktop and Network Applications (DNA) Systems Information Technology (IT) Support Services at Langley AFB VA, but is not limited to (1) Project Management, (2) System/software design and analysis, (3) Programming, (4) Configuration Management, (5) Testing, and (6) Hardware Maintenance (GTACS). (7) Past knowledge of Tactical Data Link (TADIL), Joint and Combat Air Force (CAF) Testing requirements and Tactical Control Systems requirements background. This Acquisition is part of an Office of Management and Budget Circular A-76 Cost Comparison Study. A best value contractor will be selected using source selection procedures outlined in Part 15 and the price will be compared to a civilian federal government and a military work force. This solicitation is 100% set aside for small business. The NAICS Code is 541511, the size standard is $18Million. This action will be issued as a Request for Proposal (RFP) on or about 7 September 2001 via the Electronic Posting System (EPS) Internet site at www.eps.gov . Interested offeror's are responsible for monitoring the EPS web pages for further information concerning this source selection, including the release of the solicitation and all subsequent amendments and correspondence related to the solicitation. Offerors must download the RFP from the web page, no hard copies will be mailed. Prospective offerors interested in submitting a proposal for this solicitation should email nora.ball@Langley.AF.MIL or Lois.Nicholson@Langley.AF.MIL to register as an interested party. Include your company name, a point of contact who will be working the requirement for your company, telephone number, fax number and e-mail address. This list is coordinated to facilitate subcontracting opportunities only and will be released periodically to this solicitation. The RFP and all attachments will be posted in compressed (zipped) Microsoft Word and Excel Documents. The deadline for receipt of proposals is tentatively 16 Oct 01. A preproposal conference will be held at a location to be determined on or about 17 September 2001. Questions should be submitted to the Contracting Office via e-mail not later than 1 October 2001. Past Performance Information required by the RFP is due by 25 Sep 01 at 3:00pm EST. Any changes to solicitation documents by offerors will render them invalid. Contractors must be registered in the Centralized Contractor Registration in order to receive a contract award from any DOD activity. Contractors may access the CCR at http://ccr/edi/disa.mil.
