- Description
- The U.S. Air Force, Air Combat Command (ACC), is tasked with base operating support (BOS) for the Forward Operating Locations (FOLs) located at Manta, Ecuador; Aruba; and Curacao, Netherlands, Antilles (N.A.). The primary mission of the FOLs is to support drug surveillance missions to achieve U.S. national security objectives. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform FOL-BOS services in support of the United States Southern Command (USSOUTHCOM) aerial counterdrug surveillance mission. The FOL sites are located at Eloy Alfaro International Airport (IAP) Manta, Ecuador; Reina Beatrix IAP Aruba; and HATO IAP Curacao, Netherlands Antilles. The contractor shall also perform BOS services for the FOL-related communications equipment at the Satellite Communications Reach Back Facility at Davis Monthan AFB, Tucson, AZ. The period of performance is 1 Oct 2001 to 30 Sep 2006. The initial period of performance includes a 90-day transition period from 01 Oct 01 through 31 Dec 01 followed by a nine-month base period. The contract period of performance will include four, one year, option periods. If determined to be in the best interest of the Government, options will be exercised NLT 1 Oct of each new fiscal year. A Firm Fixed Price with Economic Price Adjustments contract type is planned. In addition, there will be Cost-Reimbursable Contract Line Items Numbers (CLINS) to cover those services that cannot be well defined. The solicitation will be issued as a Request for Proposal (RFP) utilizing FAR 15, Contracting by Negotiation procedures. This acquisition is unrestricted. The Government seeks to award to an offeror who gives the Air Force the greatest confidence that it will best meet our requirements affordably by using the best value approach. This may result in an award being made to a higher rated, higher priced offeror where the decision is consistent with the evaluation factors. The RFP is planned to be posted on the Federal Business Opportunities (FedBizOpps) world wide web site www.fedbizopps.gov on/or about 21 May 2001. The estimated date of award is 1 September 2001.
