- PRE-SOLICITATION NOTICE: The Air Combat Command (ACC) Contracting Squadron at Langley AFB, VA, is planning to purchase non-personal cold storage maintenance services support for the Over-the Horizon Backscatter (OTH-B) Radar System sites. The contractor will be required to provide all labor, material, and supervision necessary to maintain the OTH-B Radar System in a caretaker status. Services primarily include maintaining equipment, facilities, and grounds at both the East Coast Radar System (ECRS) and the West Coast Radar System (WCRS). The ECRS consists of three geographic locations on the East Coast of the US. The transmit and receive sites are located near Moscow, Maine and Columbia Fall, Maine and are approximately 100 miles apart. There is one operations center at Bangor Air National Guard Base (ANGB), Maine. The WCRS also consists of two geographic locations. The West Coast transmit and receive sites are located near Christmas Valley, Oregon and Tulelake California and are approximately 150 miles apart. The applicable North American Industry Classification System (NAICS) code for this effort is 561210 and the size code for small business is $23M. This procurement is set-aside for HUBZone certified contractors through the through the Historically Underutilized Business Zone (HUBZone) Program. All HUBZone certified contractors are encouraged to respond to this announcement. Anticipated contract award date is 31 Jul 2002, with a one-month phase-in period beginning 1 Sep 02 and a projected period of performance from 1 Oct 02 through 30 Sep 03, with 6 one-year option periods. This action will be issued as a Request for Proposal (RFP) on or about 15 Apr 02 with a response due date of on or about 15 May 02. A draft RFP will be posted to FedBizOpps on or about 1 Apr 02. Interested parties should review these documents and provide any comments via email to this office. The government will consider and respond to all input received. The government plans to use the Internet and email as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. A pre-proposal conference will be held at Langley AFB, VA on or about 1 May 02. Offerors desiring to attend the conference will be required to pre-register in advance of the conference date.
