- This is an Amendment to solicitation F44650-00-T0140 posted in EPS and CBD on May 08, 2000. This Amendment is published to announce revisions in Brand Name or equal specifications, state the quantity, delivery locations, and extend closing date. Offerors are required to acknowledge this Amendment in their proposal. This Amendment replaces the previous description in its entirety. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This request is for 14 each - Thermal Imaging Cameras, with built-in transmitter and video kit assembly; handheld, can be operated with left or right hand; glass/mineral-filled nylon housing, 10 _ in. long x 6 _ in. wide x 6 in. high; 7 in., removable handle set at 20 degree angle; rubber bumper at bottom, and capable of attaching to main housing in multiple configurations; camera has Raytheon BST core with 56 degree horizontal/18mm germanium lens recessed inside camera housing to eliminate damage to lens from heat or being dropped (shall not use videcon tube or microbolometer system); chemical, water, heat resistant; 240 X 320 pixels, able to recognize temperatures to as little as 1/10th of a degree (operates in temperature ranges of _40 degrees to +70 degrees Celsius); IP67 protected to depth of one (1) meter at room temperature; core temperature sensor that alerts the user by LED readout when core temperature reaches 160 degrees F; an LED to alert user of low battery; an LED indicating camera is in stand-by mode; camera shall weigh no more than 5.75 pounds; have reflective labels; Kevlar hand/neck straps; over-sized hardware for easy handling with fire fighter gloved hands; scissors shaped hardware attaches to front; neckstrap has over-sized trigger snaps; lens depth 3 feet to infinity adjustable, manual f-stop to eliminate over exposure, 500-600 foot range of detection; camera equipped with a swivel LCD Display with glare guard; two (2) easy to access recessed gloved-hand buttons on the LCD housing, for on/off/stand-by modes; with up to 4-hour battery life in stand-by (6-hour nickel metal hydride battery); two connections, one (1) for multi-channel video hook-up, and one (1) for a 12-volt adapter battery trickle charger while securely stored in the case; display an image within 30 seconds from turning on (except in extreme cold temperature ranges), Scott Aviation _Eagle Imager_ Thermal Imaging Camera, P/N 40014830, or equal. Delivery of items must be within 30 days after receipt of order and must be made FOB Destination to 14 various U. S. Air Force sites within the continental United States. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-17 and Defense FAR Supplement (DFARS) Change Notice 20000413. The standard industrial code is 3861 and the small business size standard is 500 employees. Award will be made to the responsible, responsive contractor whose quote demonstrates compliance with the requirements of this solicitation and all referenced clauses and is evaluated as providing the best value to the government on the basis of the information submitted. Offerors shall include both unit price and total price for each line item with their quotes and identify payment terms and any discounts offered. Total price shall include delivery. All responses will be evaluated by the Contracting Officer on the basis of the information submitted.
