- CONTRACTED ADVISORY AND ASSISTANCE SERVICES (CAAS II) General Information Document Type: Notice of Proposed Contract Action Solicitation Number: Reference-Number F44650-00-R-0001 and F44650-01-R-0001 Posted Date: January 11, 2001 Response Date: Archive Date: Classification Code: R- Professional, administrative, and management support services Contracting Office Address Department of the Air Force, Air Combat Command, ACC CONS, 130 Douglas Street, Suite 401, Langley AFB, VA 23665-2791 Description Headquarters Air Combat Command (HQ ACC) plans to recompete its Contracted Advisory and Assistance Services (CAAS) contract to meet its continuing requirement for contracted support on a worldwide basis within the broad range of advisory and assistance services. The government is combining the ACC TEOMS (F44650-00-R-0001) and the ACC CAAS (F44650-01-R-0001) acquisitions into one procurement. The RFP solicitation number (F44650-01-R-0001) remains the same, however the title of the acquisition is changed to CAAS II. This covers three major categories of Advisory and Assistance Services (A&AS): Management and Professional Support services; Studies, Analyses, and Evaluations; and Engineering and Technical. All HQ ACC directorates are considered primary using activities for this contract effort; however, other organizations and agencies assigned to directly support HQ ACC may require similar CAAS services on an as needed basis. CAAS II will be used to complement the Government_s technical expertise in accomplishing its mission. Offerors are responsible for monitoring the EPS web pages for further information concerning this source selection, including the release of the solicitations and all subsequent amendments and correspondence related to the solicitation. Offerors must download the RFP from the web page; no hard copies will be mailed. Initial notifications outlined this acquisition to be commercial in nature. After further review of this strategy, this acquisition will be converted to non-commercial. This change in strategy is being driven by the government_s inability to include any type of cost-reimbursement CLIN in a commercial acquisition. We would like to apologize to all interested offerors for the delay in the release of the CAAS II RFP. Release of the RFP in the non-commercial format is scheduled for on or about 15 February 2001.
