- This sources sought synopsis is for the cost comparison study of select functional areas of the ACC Communications Group as announced by Chief of Staff of the Air Force August 3, 1999. This study is projected to be completed by summer of the year 2000. Request feedback on the draft documents that are to be posted on the EPS (Electronic Posting System) website (http://ww.eps.gov) on or about 5 Jan 00. It is the Government's intent to release the formal Request for Proposal (RFP) by July 2000. At this time we will create an official Source List. Interested offerors are requested to add their names to the Source List by e-mailing the contract administrator, Ronda Ford, at ronda.ford@langley.af.mil or faxing a request to her attention at 757-764-9773. Offerors should reference the solicitation number (F44650-00-R0007) and include a complete mailing address, phone/fax numbers, and email address and indicate whether their firm is a small business, small disadvantaged business, or a woman-owned business. All responsible sources may submit an offer to be considered. This cost comparison will be conducted in accordance with the Air Force Commercial Activities Policy Instruction that implements the Office of Management and Budget (OMB) A-76, Performance of Commercial Activities. This circular reaffirms the Government's policy to rely on the private sector for products and services. When in-house performance of commercial activities is not required for national defense reasons and contracting is cost effective, conversion to contract performance is in the best interest of the American taxpayer. The specific ACC Communications Group functions under study include select areas of the 82 CSS (Computer Systems Squadron) and the 83 CS (Communications Squadron) at Langely AFB, VA and the 84 RADES (Radar Evaluation Squadron) at Hill AFB, UT. This A-76 study impacts a total of 208 DoD positions 19 officers, 143 enlisted, and 46 civilians. ACC CONS and the ACC Com Group anticipate hosting a formal site visit shortly after the release of the final RFP. The formal site visit will include a pre-proposal conference.
