- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. Reference Synopsis posted October 27, 2000, Title NOTICE! Postponement of A-76 Communications Group Study, Reference-Number F44650-A76. (Solicitation F44650-00-R-0007), Subject: A-76 Communications Group Study is being reinstated as a new acquisition. The new reference number is F44650-01-A76-N. The ACC Contracting Squadron/LGCA, Langley AFB Virginia, is conducting market research to seekqualified sources of providing complete services under this A-76 Cost Comparison Study located at Langley AFB, VA. The total number of positions under this study is 202 (148) military and (54) Civilian. Based on the result of this cost comparison, the Government may elect to award a contract or to retain the functions in-house. One contractor will be selected whose proposal is determined to be the best value based on Source Selection Procedures. The Government_s Most Efficient Organization (MEO) Proposal will be compared to the best value contractor_s proposal and after a determination of technical equivalence, a decision will be announced. If a contract is awarded,it will be a firm-fixed price type with award term. Contract performance will consist of a Basic performance period with four option years and three award term periods for a total contractor performance period of eight (8) years.This acquisition is currently planned as a Full and Open Competition. The final decision regarding set-asides depend on the results of this market research. The North American Industry Classification Systems (NAICS) Code is 541511. A brief technical description/specific functions the contractor are to provide, consist of but is not limited to (1) Project Management, (2) System/software design and analysis,(3) Programming, (4) Configuration Management, (5) Testing, and (6) Hardware Maintenance (GTACS). A tentative schedule of events follows: Draft Statement of Work (SOW) and attachments to be posted on or about 02 May 2001;Pre-Proposal Conference may be held on or about 30 May 2001;Request for Proposal may be released on or about 02 July 2001; Source Selection/Best Value on or about 07 January 2002; Announcement of best value contractor on or about 25 February 2002, with a Transition Period beginning on or about 09 April 02. All sources capable of providing these services are being sought. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.
