Description

1. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; NO WRITTEN SOLICITATION WILL BE ISSUED. SOLICITATION NUMBER : N62383-03-T-0533 is used for reference purposes. The Military Sealift Command, Pacific has a requirement FOR SMALL BUSINESS SET ASIDE, as per A. STATEMENT OF WORK: Provide services and material of a Qualified Marine Repair Contractor to perform the following work: PROVIDE THE SERVICES OF AN UNDERWATER CONTRACTOR TO PERFORM THE FOLLOWING WORK: 1. CLEAN AND INSPECT THE SHIPS PORT AND STBD PROPELLERS. 2. INSPECT THE SHIPS HULL FROM STEM TO STERN. USING THE SHIP'S UNDERWATER HULL MARKING DRAWING AS A GUIDE. SURVEY THE ENTIRE HULL. PAY PARTICULAR ATTENTION TO ALL HULL OPENINGS. 3. INSPECT AND CLEAN AS REQUIRED THE SHIP'S SEA CHEST SCREENS. 4. AFTER PROPELLER CLEANING IS COMPLETE WITNESS THE CYCLING OF EACH PROPELLER. WORKING WITH SHIP'S FORCE STOP THE BLADE AT EACH REFERENCE MARK. (FAS) FULL ASTERN, (MS) MID STROKE, (RP) RATED PITCH, (FAD) FULL AHEAD. 5. RECORD ALL ABNORMAL CONDITIONS WITH STILL OR VIDEO PHOTOGRAPHY. 6. AS PER COMSCINST 4330.21D, IT IS REQUIRED THAT OFFEROR HAVE EXPERIENCE, AS PER THE STATEMENT OF WORK, WITH AN T-AO CLASS SIZE VESSEL OR LARGER 7. OFFERORS NEED TO FOLLOW CNRSW POLICY ON PIER LAYDOWN OF EQUIPMENT/ SUPPLIES. OFFERORS NEED TO READ AND COMPLY WITH CNRSWINST 11000.7A, POLICY GOVERNING LAYDOWN AREAS IN VICINITY OF PIERS (available at http://www.cnrsw.navy.mil/Admin/instructions/COMNAVREGSWINST%2011000.7A.pdf). 2. Vessel Availability and Location: 15-20 September 2003. San Diego. Please contact the Port Engineer, Anh Ho (619) 524 9790 or Chief Engineer Joseph Watts (619) 813 1991 should any schedule questions arise. Pricing Questions should be directed to Contracting Officer. B. PROVIDE FIRM PRICE AS TO LABOR (S/T), LABOR (P/T), LABOR (O/T), TRAVEL, PER DIEM, AND OTHER CHARGES INVOLVED. REQUEST FOB DESTINATION (SAN DIEGO) PRICING. THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO COMPETE. THIS REQUIREMENT IS A SMALL BUSINESS SET ASIDE. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The following clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors Commercial Items; however, sub-paragraphs (g) and (h) are deleted as this is an RFP. FAR 52.212-2, Evaluations, Commercial Items with the following factors included in FAR 52.212-2(a) used to evaluate offers: The government will evaluate the proposals based on: (a) Price (b) Past Performance. Offerors shall submit, as a part of their proposal , completed copies of the provisions at FAR 52.212-3. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition; addenda are as stated herein. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition.
