- Description
- 1. The Coronado National Forest, Tucson, Arizona, is soliciting for the supply and delivery of eleven (11) accessible food storage lockers, ten (10) accessible bear resistant single trash cans, sixteen (16) accessible bear resistant double trash cans, and eight (8) bear resistant double trash cans to be delivered FOB Destination to five different locations on the Forest. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 by close of business July 21, 2003. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14. 5. This acquisition is set-aside 100% for small business. The NAICS code is 332420 and the size standard is 500 employees. 6. ADA Guidelines: ADA guidelines and the USDA Forest Service Outdoor Recreation Accessibility Guidelines for trash and recycling containers (Section 6.2) must be met or exceeded for all food lockers and specified “accessible” trash cans. The exception listed under 6.2.5 does not apply since containers complying with that provision are currently available. These guidelines are available on the internet at www.fs.fed.us/recreation/programs/accessibility. Codes and standards of the following associations and listed publications will become part of this contract: Uniform Federal Accessibility Standards (UFAS), American Disabilities Act Accessibility Guidelines (ADAAG), and Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG). 7. Color: All food storage lockers and trash cans shall be painted with a primer and paint and shall be Federal Standard Brown 20059, except for those trash cans and food storage lockers delivered to Santa Catalina Ranger district which shall be Dunn Edward’s Charcoal 60-57; the finish shall be resistant to humidity, ultraviolet light, abrasion and chemicals. 8. Capacity: Bear-resistant food storage lockers shall have a minimum capacity of 30 cubic feet; single bear-resistant trash cans shall hold a minimum volume of 30 gallons; double bear-resistant trash cans shall hold a minimum volume of 60 gallons; double bear-resistant trash cans which do not have to meet ADA guidelines shall hold a minimum volume of 120 gallons. 9. Safety: Food storage lockers shall have mechanisms inside each door so that it can be opened from the inside to prevent a child from being trapped within the locker. 10. Maintenance: The bag rack on the trash cans shall be a rigid frame from which bags can be suspended, and shall be designed to swing out to allow bags to be released and dropped below the bag rack; trash cans shall be designed so that users cannot plug up door/chute with trash. 11. Bear Resistant Testing: All food storage lockers and trash cans shall be certified bear resistant by the Interagency Grizzly Bear Committee or meet the following standards: Food Storage Lockers – a) Housing and doors shall be made of rust-resistant heavy gauge (i.e., 10 and 12 gauge) galvannealed steel. All latches, hinges and handles shall be made of stainless steel. Hinges shall be at least 14 gauge stainless steel. b) Lockers shall be able to sustain a dropped load of 100 pounds from one foot above the unit without denting or breaking the unit. Door frames shall provide a rigid structure so that the door opening stays square. c) The locker housing shall be welded to a steel framework. Legs shall be at least 3.5 inch square by .25 inch steel plate with pre-drilled holes for bolting down to a concrete slab. Trash Cans: a) Housing and doors shall be made of rust-resistant heavy gauge (i.e., 12, 14 and 16 gauge) galvannealed steel. All latches, hinges and handles shall be made of stainless steel. b) The trash cans shall be attached to a steel framework that has pre-drilled holes for bolting down to a concrete slab. 12. Price quotes are to be submitted all or none for all schedules A through E. Schedule A supplies/services are as follows: Item 01: Four (4) accessible bear-resistant food locker, 30 cubic feet; Item 02: Two (2) accessible double bear-resistant trash can, 60 gallon; Item 03: Two (2) bear-resistant double trash cans, 120 gallons; Item 04: Freight for Schedule A items FOB Destination to Nogales Ranger District, 303 Old Tucson Road, Nogales, AZ 85621, Point of Contact: Don Marion.
