- Description
- SOLICITATION NOTICE - The Government intends to issue an Invitation for Bids (IFB) for construction at the Subtropical Horticulture Research Center (SHRC) Laboratory Facility Consolidation, located in Miami, Florida. The construction is for a complete, two story, reinforced concrete, laboratory/office building with an area of approximately 3,500 gross square meters, about evenly divided between office, administrative space and laboratory space, with all associated site work. A 75mm, 800 meter forced main sewer line, and demolition of septic tanks and drain fields for two existing buildings (Building 63 and Community Center). The solicitation will include (7) seven Optional Line Items that will be evaluated at award; the Optional Line Items are; 1) Renovations to Building 63, 2) Force Main Sewer 3) Building Signage 4) Flag Poles 5) Landscaping 6) 500 KW/ Emergency Generator 7) Addition of a Canopy Roof. This requirement will include Commissioning, CPM Project Schedules, Quality Assurance/Quality Control, and Project Management. This project will include: site work, architectural, structural, mechanical, electrical, building systems, and computer-based controls. The completion time is 15 months after notice to proceed is issued. The estimated price range for the project is between $5,000,000 and $10,000,000. It is planned that this procurement will be conducted on an unrestricted basis in accordance with the Small Business Competitive Demonstration Program and under sealed bidding procedures. Large Business firms will be required to submit a subcontracting plan with goals for small, small disadvantaged, woman-owned small, HUBZone small, and service-disabled veteran-owned small businesses. A bid bond and Miller Act Performance and Payment Bonds will be required. Solicitation No. 18-3K15-03, including drawings and specifications, will be available for viewing on FedBizOpps (www.fedbizopps.gov), on or about July 17, 2003. Firms who download this solicitation shall send an e-mail to the Contracting Officer at fmcnamee@ars.usda.gov. Sets of Plans and Specifications will be available for purchase at for a non-refundable fee of $250. The request and the checks or money orders MUST BE SENT TO: Jacobs Facilities, Inc., ATTN:Gary Heinrich, 5750 Major Boulevard, Suite 500, Orlando, Florida 32819. The checks or money orders are non-refundable and shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE OR FACSIMILE REQUETS FOR THE SOLICITATION PACKAGE WILL NOT BE ACCEPTED. A single pre-bid conference and site visit will be conducted on-site on or about July 28, 2003. Attendance at the site visit is not mandatory but it is strongly encouraged. Minority business contractors are asked to attend the Pre-Bid Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Bid opening will be on or about August 29, 2003, 2 PM (EST) at the U.S. Department of Agriculture, Agricultural Research Service, Subtropical Horticultural Research Station Conference Center, Building 28, Miami, Florida.
