- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 2003-4431-038 is being issued as an Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The NAICS code applicable to this acquisition is 334516. The USDA, ARS, Catfish Genetics Research Unit, Stoneville, Mississippi has a requirement for a robotic arm that can interact with an Apogent/Robbins Tango liquid handling robot and a Variomag Teleshaker, "Brand Name or Equal" to Hudson Control Group, Inc. PlateCrane No. 200300. Listed is the description of items and quantities required: (1) Part No. 200300, 1 each, PlateCrane XT: Telescoping Arm PlateCrane with Rotary Gripper, 1 Crane base (200500) and 2 standard stacks (200130) included. Maximum is 3 bases and 15 stacks, for 420 standard microplates, including VBA SoftLinx software for PC XT workcell. (2) Part No. 400818, 1 each, Robbins Tango Integration - SoftLinx integration. (3) Part No. 401407, 1 each, SoftLinx Integration to Variomag Teleshake: RS-232 port, 4-position shaker, suitable for robotic operation. (4) Part No. 200645, 1 each, Instrument Base - Attached Robbins Tango to the PlateCrane XT base. (5) Part No. 00560, 1 each, Installation and SoftLinx Training. (6) Part No. 200158, 1 each Easy Teach option for PlateCrane XT, provides the capability to press a button and manually move the robot arm for teaching, with power on. (7) Part No. 200110, 1 each, Serial port expander: adds 8 serial ports to desktop computer. The Arm should have a minimal vertical reach of 25 inches and a horizontal reach of 12-18 inches. In addition, the Arm should have rotation capability of at least 245 degrees. The Arm complex should be supplies with hotels/stakes for temporary storage of micotitter plates and deep well plates. Eventual integration of the Arm with loading plates into a centrifuge is desirable. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. SHIPPING: The system shall be shipped FOB Destination to: USDA, ARS, Catfish Genetics Research Unit, 141 Experiment Station Road, Stoneville, Mississippi 38776. QUOTATION PRICE: Price will include all items identified above any freight or shipping as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE: The government requires a delivery date of within 60 days after award, however each Offeror shall include their proposed delivery schedule as part of their quotation. FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS, significant evaluation factors in the relatively order of importance, are (i) technical capability of the item offered to meet the Government requirements; (ii) past performance; (iii) and price (based on FOB destination), technical capability and past performance are significantly more important than price. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with this response. Offers should include a list of at least four references to include company name, point of contact, phone number and fax number. Additional Quotation Information - Descriptive Literature: Offers must submit 2 copies of descriptive literature with the offer even if is has been submitted previously. This literature MUST address all aspects outlined in the specifications. If an area is not addressed in the literature the company must submit a written substantive statement describing such area. FAILURE TO PROVIDE THE DESCRIPTIVE LITERATURE SHALL RESULT IN REJECTION OF YOUR OFFER. References should reflect similar type of work or equipment purchases. Offers to include a commercial warranty for equipment. Offer must include a 60 calendar day acceptance period.
