Description
The National Oceanic & Atmospheric Administration (NOAA)/Climate Monitoring & Diagnostics Laboratory(CMDL), has a requirement for a cloud condensation nuclei (CCN)counter. Knowledge of the influence of particles on climate requires measurements of the properties of those particles that nucleate cloud droplets, which are called cloud condensation nuclei (CCN). The CCN counter performance specifications required are: 1) Continuous flow; 2) Single-super saturation operation, adjustable in the range of 0.1-1.0%; 3) 28 VDC operation, aircraft compatible wiring and construction; 4)Computer control of temperatures and flow rates; 5)Automatic wetting of sample chamber; 6) RS-232C serial connection for interfacing with the aircraft data acquisition system; and 7) 1-second data update. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with Droplet Measurement Technologies of Boulder, Co. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Terms and Conditions and agency level protest procedures can be found on web site http://oamweb.osec.doc.gov/CONOPS/#REFERENCE. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. These are the complete specifications and no RFQ is available. All technical questions shall be addressed to John Ogren of NOAA/CMDL at 303 497-6210. This RFQ shall expire July 25, 2003.
