- Description
- This is a combined synopsis/notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NOI3074. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-14. This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 334516 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases is issuing a Notice of Intent to negotiate on a sole-source basis using simplified acquisition procedures with Spectra Physics Lasers & Photonics of Mountain View, Ca. for a quantity of one Titanium sapphire laser and accessories. The Titanium sapphire laser and accessories are by The Biological Imaging Facility at the NIAID. This facility provides and maintains imaging instruments for use by all of NIAID scientist. The principle pieces of equipment in the facility are Leica Laser Scanning Confocal Microscopes. Each confocal microscope is coupled to several lasers. It is currently planned that one of these existing confocal microscopes will be upgraded to operate in multi-photon mode. To accomplish this a Spectra Physics Titanium sapphire laser must be attached to the microscope system. The Titanium Sapphire Laser and accessories is to be comprised of the listed components. 1) MaiTai XF-W1S Titanium Sapphire laser 10 w diode-pump solid state and Regenerative Mode-Locked in a single enclosure. 2) High power portable broadband optical power meter system. 3) Rees Instruments Laser Spectrum Analyzer Head. 4) Mai Tai remote. The complete automated one box mode locked Titanium Sapphire Laser shall have the following features. a) Turning range of 710nm to 920nm. b) Pulse width less than 100fs. c) Noise level less than 0.15% RMS. d) Beam motion less than 70 urad over entire turning range. e) Active mirror positioning, pointing stability when turning less than 30urad /100nm. f) Active mode-locking method. g) Complete computer control. h) spectrometer for reproducing wavelength. i) Two-photon mode locking detector. g) Laser wavelength change with automatic readjust for optimum pulsed mode operation in real time. FOB Point shall be Destination, inside delivery required to Bethesda Md, 20892. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Comercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act also applies. Offerors shall include with their offer a complete copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items.
