- Revised 7/9/03 to correct line items and to show new submission date.= Offerors must use corrected Section B Rev 2. Supervision is no longer a se= parate line item. Offerors must include cost of supervision in individual l= ine item pricing. Time for submission of offers is extended to 7/17/03. Revised 7/7/03 to correct periods of performance for SeaTac and to show new= submission date. Offerors must use corrected Section B. Time for submissio= n of offers is extended to 7/15/03. Answers to Offeror Questions and the Ti= me Extension have been attached to this solicitation. The FAA Northwest Mt Region has a requirement for Armed Guard services in t= he Seattle, WA area. FAA currently requires services at the Air Route Traf= fic Control Center (ARTCC) in Auburn, WA and the existing Air Traffic Contr= ol Tower (ATCT) at SeaTac Airport in Seatac, WA. All services are 24 hours = a day, 7 days a week. Services are to commence October 1, 2003. There are = four one-year option periods. Award will be based on best value to the Gove= rnment, price and other factors considered. FAA intends to commission a new ATCT and Tracon in April 2004. The governme= nt reserves the right to negotiate for any or all of the additional Securit= y Guard services associated with the new facilities with the incumbent cont= ractor on this award. FAA may also choose to solicit those services separat= ely. Minimum qualifications for Security Guard Contractors are as follows: a. Th= e Contractor must have been in the business of providing contract security = guard services for a continuous period of the past five years. b. The Contr= actor must provide written evidence of providing satisfactory service to la= rge facilities having plant and employee population characteristics similar= to the FAA Security Level 4 and 3 facilities. Level 4 Facility: These faci= lities have over 450 employees during any single established work period; l= ikely have more than 150k square feet of space; and may have high volume pu= blic contact. Level 3 Facility: A facility with 151 to 450 employees during= any single established work period; likely has between 80k and 150k square= feet of space; and may have moderate to high volume of public contact. The= se facilities may be co-located with high-risk law enforcement and intellig= ence agencies, courts, judicial offices, or other highly sensitive governme= nt offices. These facilities are considered mission critical and total dest= ruction, loss, or major damage may have a catastrophic impact on the Nation= al Air Space. Firms not meeting the above minimum requirements will be eli= minated from consideration. This acquisition is 100% set aside for Small Business.
