- NA The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is Support to Army Transformation for Stryker Brigade Combat Team (SBCT) and Command and Contr ol Simulation Equipment Program (C2SE) Program. The contractor shall assist in the refinement of training requirements for the SBCTs and assist/support the C2SE program manager in developing, validating, prioritizing, and executing fulfillment of baseline support requirements for Army simulation centers. All interested contractors must address all areas of their expertise listed in this requirement. The contractor must meet the following experience qualifications: 1) thoroughly understand the organizati on and operation of the Army Total Force (Active, Reserve, NG) and their unique working relationships. 2) possess by experience and training military operations at the tactical through Joint and Combined levels, the application of simulations to military t raining requirements, and the spirals involved in simulation and C4I systems development. 3) familiarity with Army Battle Command and Control Systems (ABCS) and Force XXI Battle Command-Brigade & Below (FBCB2), specifically in operator, command and staff s kills, as well as a working knowledge necessary for employing the systems, and a working knowledge of the current and future simulation to C4I stimulation needed to support structured training support initiatives. 4) thorough working knowledge of current L ive Virtual Constructive LVC integration efforts in support of Current, Stryker and Objective Forces; must be prepared to immediately assist in defining and implementing solutions in support of SBCT training requirements. 5) familiarity with the Command & Control Simulation Equipment (C2SE) program; have the expertise to assist/support the PM in developing, validating, prioritizing and executing fulfillment of baseline support requirements for Army Battle Simulations Centers; requires technical assessment o f C2SE compatibility to replace current DBST federate HW as the common platform for the maximum number of DBST federates/components at the SBCT MSTF/BCTCs. 6) minimum 4 years experience providing research, coordination, and assistance in planning and integ ration of Training, Exercises and Military Operations TEMO issues related to Stryker Brigade Combat Team (SBCT) (SBCT) training requirements (all training domains); requires an ability to effectively network with and provide mine useful data from the other M&S Domains. Intimate working knowledge of (SBCT) capabilities and training requirements for individual, section, staff, leader and collective levels. 7) minimum 4 years experience as a Combat Developer which include a demonstrated ability to evaluate Ar my/Joint simulations, simulators and linkage tools currently available, or that will be available in the near/long term, that will support identified and emerging training requirements of the SBCTs; must be able to identify capabilities that various simula tions and tools provide to accomplish specific training requirements and preparation for military operations. 8) minimum 4 years experience coordinating/providing developmental and training support to the Stryker Brigade Combat Teams and Army Transformatio n efforts. 9) minimum 4 years experience developing, refining and establishing an MSTF/BCTC capability to support SBCT training and mission rehearsal, including defining and fielding an individual, staff, and collective staff training strategy, Simulation / Stimulation architecture, integrated AAR capability, C4ISR White Box capability, and contractor support staff. 10) minimum 4 years experience in program/budget; ability to develop/refine and justify POM inputs for MSTF/BCTC total requirements at each SBC T site (Active & NG); manage/monitor execution year funding. 11) minimum 4 years experience coordinating DBST Federation Sim/Stim support to Army Warfighting Ex periments (AWE), Stryker Force and BCTP WFXs. 12) minimum 4 years experience leading/participating/networking in IPATs, Funding IPTs, WGs and Fielding IPRs. The current contractor is Alion/IITRI under GSA contract GS-35F-4721G for these services. The co mplete requirements will be included in the Statement of Work (SOW) issued with the solicitation notice. The Federal Supply Classification (FSC) code for this project is R421, NAICS code is 541519, and SIC code is 7379. The contractor shall provide deve lopmental and training support to the SBCTs. This includes, but is not limited to, assistance in the determination and refinement of individual and collective training strategies to meet SBCT training needs, including requirements for individual staff tra ining as well as collective staff training. The strategy will identify a simulation/stimulation architecture capable of supporting SBCT training and a recommended approach for training support package development. Integration of simulation and simulator a rchitectures into SBCT-focused MSTF/BCTCs will be required for SBCT home station installations. In support of the C2SE program, the contractor shall provide system analysis and military analyst expertise in the review and conduct of technical and functiona l issues relating to: implementation of commonality concepts across all simulation equipment; establishment and updating of all Distribution Plans and Basis of Issue Plans under NSCs purview; and development, validation, prioritization, and execution of ba seline support requirements for Army simulation centers and the SBCT MSTF/BCTCs. All responses will be considered and must include proof of the ability to provide support to Army Transformation for Stryker Brigade Combat Team (SBCT) and Command and Contro l Simulation Equipment Program (C2SE) Program including performance information and references on the contractors abilities. The response should also provide GSA schedule, contract labor categories and rates for this service.
