Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. However, additional info rmation may be obtained at https://acquisition.army.mil/asfi. The army requires a contract to perform aerial application of herbicides to training areas at Fort Stewart Reservation, Artillery Impact Area, B-18 Range Area and Luzon Range, approximately 6 miles south of Pembroke, Georgia and 10 miles north of the Cantonment Area, Fort Stewart, Georgia. The service will include but not necessarily be limited to the following. The contractor shall furnish all plant, labor, materials, supervision, equipment, incidentals, and perform all work required in connection with the aerial application of herbicides, complete, in strict accordance with the specifications, subject to the terms and conditions of the contract. Contractor shall furnish all herbicide chemicals, additives, transportation, and supplies. Mix all herbicide chemicals at the site(s) of application in strict accordance with the label instruction, and load onto the specified aircraft for application. Apply the herbicide chemicals to non-cropland vegetation on range and impact areas as indicated, conducting all required flight operations necessary for the application. The target areas consist of low quality brushy, bottom land hardwood. The growth of vegetation is obscuring the gunnery target emplacements and must be removed. The following is a general description of target vegetation in the area (common names used): Bigleaf Maple, Birch, Blackberry, Black Gum, Bracken (Fern), Hickory, Loblolly Pine, Quaken Aspen, Red Maple, Red Oak, Sweetgum, Tuliptree (Yellow Poplar), Water Oak, White Oak, and Willow. The helicopter furnished shall be Federal Aviation Agency Restricted Category Certified and capable of carrying at least 50 gallons of spray mixture, plus ???? tank of fuel from any heliport or treatment areas specified while not exceeding load limitations as specified by the manufacturer. Load shall be calculated and adjusted using Helicopter Load Calculation. The contractor shall be responsible for providing necessary qualified personnel to adequately handle, mix and apply the herbicide. As a minimum, the control shall provide a qualified superintendent to be responsible for all operations included in this contract. The person shall hold a current valid Commercial Pesticide Applicator License in the Forestry/Right of Way Category, issued by the Georgia Department of Agriculture. In addition, the superintendent shall have extensive experience in the conduct of flight operations. Helicopter Pilots shall have a valid Federal Aviation Agency Commercial Helicopter Pilot??????s License and be currently rated in the model and type of helicopter proposed for use under this contract. In addition, the pilot shall hold a valid Georgia Department of Agriculture Helicopter Pilot/Applicator??????s License. The pilots shall have extensive experience in the application of brush control agents similar to that required under this contract. Mechanics shall be available to adequately service and repair the helicopter and spray equipment within three hours of notification by the pilot that equipment requires attention. All mechanics shall by duly licensed by the Federal Aviation Agency as an Airframe and Powerplant Mechanic (A & P), and shall have evidence of two-years experience with a minimum of three months field experience on the type of aircraft being used under this contract. The SIC Code is 0721. The NAICS Code is 115112. The contractor shall complete DA Form 2400 (Certificate of Insurance), DA Form 2401 (Civil Aircraft Landing Permit), and DA Form 2402 (Hold Harmless Agreement). Service shall commence no later than 28 July or within 10 calendar days after receipt of contract award, whichever is earlier.
