Description
NA This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12- Acquisition of Commercial Items and Part 13 ?????? Simplified Acquisition Procedures, as supplem ented with additional information included in this notice. This CSS is being issued as a 100% Small Business Setaside and Brand Name or Equal in accordance with FAR provision 52.211-6 Brand Name or Equal (Aug 1999). This announcement constitutes the only solicitation and a written solicitation will not be issue. This requirement is being issued on an unrestricted basis. The Standard Industrial Classification (SIC) is 7382 and the North American Industry Classification Systems (NAICS) is 561621 with a s ize standard of $10.5 million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14 effective 23 June 2003 and Class Deviation 2003-00003 and Defense Federal Acquisition Regulation Supplement (DFARs) 1998 edition current to DCN 20030620. Payment will be made by Electronic Funds Transfer or Government Visa Credit Card, which is the preferred method of payment. This requirement is for a Spider Ground Radar Intrusion Detect ion System manufactured be Global Security International, 110 East 59th Street New York, NY 10022. The salient characteristics of the system are as follows: 2 each ground radar systems with operational software and cover dome with 1. Day/Night and thermo automatic intruder detection, 2. Panoramic wide scan and panoramic scene display, 3. Intruder recognition using zoom-in, 4. Automatic, passive intruder detection in real time, 5. Multiple target detection, 6. Automatic video Tracker, 7. Target Ranging u sing Eye Safe Laser Range Finder, 8. Acquisition of target coordinates, 9. External PC interface at least RS232 for target data communication, 10. Digital recording to PC hard disc, 11. Detection range up to 10000m, 12. Operate in temperatures ??????40 deg ree C to +50 degrees C, 13. Environment- Must operate in rain, sand, dust, high humidity, ice and snow. GENERAL REQUIRMENTS: 1. All exposed metal surfaces unless stainless steel shall be properly finished to inhibit deterioration and corrosion do to weat her elements and sun, 2. Units will be able to connect to hard power, portable generator, battery power with solar charging system, 3. Units shall include adjustable mounting brackets for easy height adjustment and easy removal for mounting on flat surface s, 4. Shall include a dome cover capable of covering the direction of the radar from sight, 5. Software must be compatible with windows 2000 technology, 6. Radar equipment must have the capability of being controlled by a standard desktop PC. WARRANTY: T he seller must warrant all parts labor and maintenance for the radar system and equipment from the date of installation for a period not less than 2 years. TRAINING: Seller will provide training to operational and service personnel and provide operation an d service manuals. All proposals shall be clearly marked with Solicitation number DABK41-03-R-0120 and emailed to pamela.nevels@yuma.army.mil no later than 3:00 PM MST on July 23, 2003. Offers that fail to furnish the required representations required by FAR 52. 212-1 cited below or rejects the terms and conditions of this solicitation may be excluded from consideration. The Government intends to award a contract to the responsible Offeror whose offer conforming to the solicitation will be the most advan tageous to the Government based on technical acceptability, warranty, price and delivery.
