Description
NA Classification Code: Product Service Code: F108 Hazard removal/clean up/disposal. North American Industry Classification System: 562211 Hazardous Waste Treatment and Disposal. Standard Industrial Classification: 4953 Refuse Systems, size standard is 10 million dollars. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The US Department of Interior, Bureau of Land Management, California State Office, has a requirement for Hazmat Treatment. BLM is anticipating start date to be approximately August 4, 2003. The estimated completion time for job is approximately four (4) days. SITE Location: The Black Rock Mine is located 33 miles north of Bishop, in Sections 13,14 and 23, T3S, R31E of the Mount Diablo Principle Meridian. The mine site is about eight miles west of U.S. Highway 6 in the Benton Range between 6,500 and 7,000 feet in elevation. The town of Hammil is situated seven miles east and down gradient of the mine. The mine site was primarily a tungsten mine with some prospecting and milling of mine waste rock for gold values and occupies 500 acres, of which 50 acres have been impacted from mining and milling operations. There are numerous adits, shafts and open pits on the mine site. (Please call for copy of map). The disturbed area includes an ore floatation mill, an ore refining mill, three waste ponds, mine tailings impoundments, debris areas, and two terraces constructed of mine wastes. Proposed Work: Collect and analyze up to 28 sediment and mining waste samples using the CAM 17 metals protocol and pH measurements and two cyanide samples at the following location: A. The two upper sediment ponds located on the south side of the access road (tungsten milling sediments). Two sample sites at each pond, two soil samples from each site (one at six inches below ground surface (BGS) and one at 24 - 36 inches BGS). Eight total samples. B. The two (maybe three) small sediment pond sites on the north side of access road that were possibly used during attempts to recover gold values from mine wastes. Two soil samples from each pond site (one at six inches BGS and one at 24 inches BGS). Eight to ten total samples. C. Drum disposal site. Collected two soil samples from two sample sites underneath the drum disposal site and test for cyanide. Many of the drums have residual amounts of sodium cyanide present. Surface samples taken during the PA report preparation did not indicate the presence of cyanide, only high sodium values. Total of two samples D. Take a pH reading of each collected soil sample from the sediment ponds. No pH samples are needed from the drum dump site. E. Provide a reasonable estimate on the sediment volumes at each disposal pond (4 -5). This may involve the use of soil boring tools. Preliminary assessments indicate the sediment pond soils are comprised of fine grain soils/sands and rocks are not present. F. Crush all drums/barrels at the dumpsite on the north side of access road and dispose of crushed barrels/drums at a yet-to-be-determined disposal facility. There are an estimated 200 - 250 drums/barrels present at the site. Most of these containers are very rusty and in a deteriorated condition. G. Collect four to five soil samples and pH measurements from mine waste disposal sites located near the old milling operation sites. Four total samples collected at six inches BGS. If the soil samples at the drum dump indicate cyanide contamination, to the extent the soils need to be removed or treated, treat the soils on site or transport the contaminated soils to an approved disposal facility. Estimated volume, 8 - 10 cubic yards. H. Contractor will prepare a Health and Safety Plan for the project. I. Prepare a final report of findings. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. Solicitation number is BAQ030016 and is a request for quotation (RFQ). FAR Clauses 52.212-1 Instructions to Offerors, Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition, with the following addenda: 52.204-6 Contractor Identification Number-Data Universal Numbering System, (DUNS) Number. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. Prior to award the Government reserves the right to perform a pre and post inspection and ask contractor to start all necessary motors to insure water tender is operational before final acceptance.
