Description

General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format. Drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be issued. Proposed Issue Date: July 23, 2003. Title of Project: Construct The Willett Center Building. Description: The work of this contract consists of the construction of a new visitor education and museum collections building at Fort Stanwix National Monument, Rome, New York. The Park is located in the well-developed downtown commercial and retail center of the City of Rome. The building will be approximately 13,700 square feet and will be placed on the southwest quadrant of Park property with South James Street to the west and Erie Boulevard to the south. The project involves the construction of a single-story building and site development including the placement of wayside interpretive signage, planting of new vegetation, and the construction of new site walls. The building will house a visitor services area, interpretive space, administrative offices and a collections storage component for approximately 400,000 artifacts. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror's technical capability in comparison to its price. This project is a total Hub-Zone set-aside. Estimate price Range: $2,000,000 to $4,000,000. Time for Completion: Approximately 550 calendar days. it is anticipated that the notice to proceed for this project will be issued in October 2003 with actual construction to commence in Spring 2004, with an anticipated completion date of approximately April 2005. Proposal receipt date is approximate, the actual date will be established at the time the proposal documents are available. All responsible sources may submit an offer that will be considered.
