Description
DESCRIPTION: The National Park Service seeks a qualified appraiser to furnish all labor, supplies, materials, and transportation necessary to complete four (4) spiral-bound, narrative self-contained appraisal reports to conform with The Uniform Standards for Federal Land Acquisitions, 2000 Edition (Yellow Book) and the Uniform Standards of Professional Appraisal Practice, 2003 Edition. This acquisition involves the opine market value (as defined in The Uniform Standards for Federal Land Acquisitions, 2000 Edition, website: http://www.usdoj.gov/enrd/land-ack/) of subject parcel, and requires a detailed economic highest and best use analysis to include POSSIBLE USE, PERMISSIBLE USE, FEASIBLE USE, AND CONCLUSION. The scope will require thorough research and analysis of social, economic, governmental and environmental forces. Various studies and tests may also be required. Tract 09-117 contains 50.00 to 60.00+ acres more or less with some frontage along Lake Michigan. Portions of Tract 09-117 were previously identified as environmentally contaminated and were subjected to corrective actions regulated by the U. S. Environmental Protection Agency and State of Indiana, Department of Environmental Management. USE OF CONSULTANT(S)/SUBCONTRACTORS NOTE: The appraiser will hire professional services if specific problems are encountered after inspection of property, and if applicable, forward to NPS Contracting Officer an estimate of costs and extent of the anticipated subcontracting effort. The Government reserves the right to negotiate proposals for the consultant/subcontractor services deemed necessary to complete this assignment. DELIVERY DATE: The appraisal reports must be received in the Midwest Regional Lands Resources Division in Omaha within Seventy-Five (75) Days from date of contract. MINIMUM QUALIFICATIONS: To be eligible for award, the appraiser must clearly demonstrate the knowledge and experience to complete the appraisal assignment in a competent manner, and shall be either currently certified by the State of Indiana or show satisfactory evidence of approval by the State Appraisal Board to appraise in Indiana. EVALUATION OF QUOTATIONS OR OFFERS: The following factors shall be used to evaluate quotations or offers: Appraisal experience Past performance Price Technical and past performance, when combined, are significant more important than price. SMALL BUSINESS SET-ASIDE: This acquisition is reserved exclusively for small business concerns. The designated NAICS code is 531320 and the small business size standard is $1.5 million. RELEASE OF THE SOLICITATION PACKAGE: Solicitation Number Q6029030062 will be issued as a Request for Quotation (RFQ). The solicitation package will be available for download on or about 07-24-2003. A Hard Copy Will Not Be Issued. All files may be accessed electronically via IDEASEC website: http:ideasec.nbc.gov. All responsible sources may submit a quotation which shall be considered by the agency. The response date for receipt of quotations or offers is 8-07-2003. The anticipated award date will be on or about 08-14-03.
