Description
This announcement is published as a Sole Source in accordance with FAR 6.302-1. The NAICS code is 541330, engineering services. The Naval Facilites Contracting Office (NAVFACCO), Port Hueneme, Ca., intends to award on a sole source basis a purchase order for engineering and support services and commercial supplies to Advanced Conversion Technologies, Inc. (ACTIX) 2830A Orange Way, Spring Valley, CA 91978. The contractor's experience includes expert knowledge of these systems. The purchase order is for the purpose of providing the following: Advanced Conversion Technologies, Inc. (ACTIX) 2830A Orange Way, of Spring Valley, CA is the only company that is capable of meeting the mission goals for the planned government tests. This work effort will provide prototype test equipment and consulting services for acoustic tests which are scheduled for 20 -29 Sep03 at the Dodge Pond Facility of the Naval Undersea Warfare Center, Newport, RI. The Naval Submarine Medical Research Facility and the Naval Facilities Engineering Service Center will perform these tests jointly. The work effort will evaluate the relationship between the plasma arc characteristics of PFN machines and the characteristics of underwater shocks created by these machines. Test variables will include pulse energies of 210 to 235 dBm, ranges of 10 to 200 meters and depths of 2 to 15 meters. This data will be used by Navy researchers for future operational tests. ACTIX is the patent holder for two pulse power characteristics that are of critical interest, to meet the mission goals of the planned tests. The first patent involves beam-forming technology for focusing shock wave energy at small specified targets (US Patent #5,397,961). The second patent concerns optimal conversion of stored electrical energy into an underwater plasma arc, using impedance matching techniques (US Patent #5,368,724) The authority for this sole source procurement is FAR part 6.302-1, Only one responsible source, in that ACTIX, Inc. is the only known source with the knowledge required to provide these services in the timely manner required. This is not a request for competitive proposals, and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the Government not to compete the proposed action based on responses to this notice is solely within the discretion of the Government.
