Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with information included in the notice. The announcement constitutes the only solicitation. The Government is requesting proposals and will not issue a separate written solicitation. Solicitation number M67004-03-R-0042 applies and is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. Any responsible source may submit an offer. The Government reserves the right to make multiple awards. NAICS 423850, SIC 5087, and size $5M applies. This is a firm fixed priced IDIQ type effort for five contract line items as follows. Line Item 0001: Minimum Quantity: 5 each; Maximum Quantity: 50. Item Description Solid/Liquid Chemical Detector System. The minimal required equipment characteristics are that the system be man-portable, capable of identifying most agents, capable of being used by trained personnel in a chemical incident cold zone, capable of being operated by one person in EPA Level A Personal Protective Equipment (PPE), capable of full operation in environments ranging from 0 to 100% humidity and 40 to 90 degrees Fahrenheit, capable of being operated with internal power source requiring no external cabling, capable of response time of less than ten seconds if detectable levels of contamination are present. Line Item 0002: Minimum Quantity: 32 each; Maximum Quantity: 50. Item Description Solid/Liquid Chemical Detector System (Deconnable). The minimal required equipment characteristics are that the system be man-portable, capable of identifying most agents, capable of being used by traine d personnel in a chemical incident hot zone, capable of being operated by one person in EPA Level A Personal Protective Equipment (PPE), capable of full operation in environments ranging from 0 to 100% humidity and negative 40 to 90 degrees Fahrenheit, completely waterproof, capable of being decontaminated with liquid decontamination solution, capable of being operated with internal power source requiring no external cabling, capable of response time of less than ten seconds if detectable levels of contamination are present. Line Item 0003: Quantity: N/A. Item Description: Customer Service / Maintenance / Technical Support available by telephone 24 hours per day, seven days a week, 365 days per year for items 0001 and / or 0002. Line Item 0004: Quantity: N/A. Item Description: Express Warranty. Three or more year warranty / maintenance support on manufacturer parts an d labor for items 0001 and / or 0002. Line Item 0005: Quantity N/A. Item description: User training per manufacturer specifications for items 0001 and/or 0002. The winning offeror(s) shall effect delivery of the minimum quantity within 90 days or less after award of contract. The Government may order additional quantities up to the maximum amount indicated above within the 12 month period following the original award(s). Equipment will be delivered FOB Destination to SupCen, Attn: Mr. Johnson, 5749 Briar Hill Road, Mail Stop 28, Lexington, Ky 40516. The Government will award the contract resulting from this combined synopsis/solicitation to the responsible offeror or offerors whose offer(s) conforming to the solicitation will be most advantageous to the Government considering technical capability, warranty provisions, delivery, past performance, and price. The Gov ernment will evaluate how well the proposed products meet or exceed the Government requirements. The technical evaluation will include examination of product literature, product samples, and technical features. Per FAR Clause 52.212-2, technical capability, warranty provisions, and delivery are relatively more important than past performance and price. Offerors responding to this announcement must provide the information contained in 52.212-3 Offeror Representations and Certification ? Commercial Items with their offer. The offeror shall also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be eligible for award. If a change occurs in this requirement, only those offerors who respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. The original copy of the written, facsimile, or emailed proposals and the abov e required information must be received at this office on or before 28 July 2003, at 4:30 PM Eastern Standard Time. Offerors shall submit one additional proposal, their product(s), user manuals, and one copy of their proposal packages for technical evaluation no later than 4:30 PM EST on 28 July 2003 to SupCen, Attn: Mr. Johnson, 5749 Briar Hill Road, Mail Stop 28, Lexington, Ky 40516.
