Description
NAICS Code: 541940 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is for full and open competition. The North American Industry Classification System (NAICS) Code is 541940-Veterinary Services and the size standard is $6 million. The solicitation number is RFQ-RT-03-00259. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for on-site professional veterinary services. All work must be performed at the U.S. Environmental Protection Agency (EPA), 109 T.W. Alexander Drive, Research Triangle Park (RTP), NC 27711. STATEMENT OF WORK (SOW): The Contractor shall provide professional veterinary services to the EPA Laboratory Animal Resources Program in the research animal facilities at RTP, NC and shall review, evaluate and make recommendations to the EPA on laboratory animal research protocols and on health care issues related to the contractor Animal Care Services. The proposed contractor shall be available for work on-site, five days per week (Monday - Friday) for the duration of contract period, including options, if required to meet the National Health and Environmental Effects Research Laboratory (NHEERL) needs. Changes in the schedule must be approved by the Project Officer, or Alternate Project Officer. The Contractor shall provide professional veterinary services to include, but not be limited to the following: a) perform initial review of all Laboratory Animal Project Reviews (LAPRs) submitted by EPA scientists. Initial review is performed by a Veterinarian before the LAPR is distributed to other members of the Institutional Animal Care and Use Committee (IACUC). b) consult with and make recommendations to EPA scientists concerning selection of animal models, proper handling and restraint methods, proper methods of experimental treatment, proper surgical, anesthetic, analgesic and euthanasia methods, and other methods that are prescribed by Animal Welfare laws, regulations, policies or guidelines, as well as by standard veterinary practice, c) participate in NHEERL Institutional Animal Care and Use Committee meetings and advise the Committee on Animal Program issues, d) advise the Laboratory Animal Care Program on maintaining Accreditation by the American Association for Accreditation of Laboratory Animal Care (AAALAC), e) advise the Laboratory Animal Care Program on equipping its permanent facility and development of facility standard operating procedures, f) make recommendations concerning the animal husbandry programs, g) review and make recommendations on the application of currently accepted measures of preventive medicine and therapy appropriate for each species of animal, h) recommend procedures for disease surveillance, containment and elimination, i) review and make recommendations to investigators on the humane aspects of animal experimentation, such as proper use of anesthetics, analgesics, tranquilizing drugs and methods of euthanasia, j) perform appropriate surgical procedures as required and make recommendations on proper post-surgical care of animals as required, k) recommend proper procedures for the operation of a quarantine and isolation facility, l) make recommendations concerning the oversight responsibility for health, sanitation, and other quality assurance programs, m) make recommendations concerning the importing or exporting of rodents from unapproved vendors, n) perform the administrative process necessary for the importing or exporting of rodents from unapproved vendors, o) be on-site within 2 hours of notification to provide emergency services to any animal found to be ill or injured if notified by the Project Officer or designated representative, and p) provide for emergency back-up coverage for medical services during periods the contractor is unavailable. The back-up coverage must have comparable qualifications and be approved by the Project Officer prior to commencing work. Deliverables: The Contractor shall submit a written weekly technical report to the Project Officer by close of business the following Tuesday. The Report shall summarize actions performed during the previous week. Proposal Instructions and Evaluation Criteria: The Government intends to award a single purchase order to the responsible offeror whose technically acceptable proposal represents the 'best value' to the Government. For this requirement best value will be determined based on demonstrated technical capability, qualifications, past performance and price. The following is a description of each evaluation criterion, including information which must be included with initial proposals. Each criteria is weighted equally. A. Technical Capability: 1) Demonstrated experience of the proposed offeror in: a) assisting and advising an Institutional Animal Care and Use Committee, b) rodent colony health management, and rodent clinical and emergency medicine, c) retaining AAALAC, Int. accreditation, and d4) assisting scientists in animal toxicology research, and 2) Detailed plan to meet 2 hour on-call requirement and emergency back-up coverage if the Contractor is unavailable. B. Qualifications: The Contractor shall submit a resume of proposed personnel. The Contractor shall be board certified in Laboratory Animal Medicine by the American College of Laboratory Animal Medicine (ACLAM). The Contractor shall have at least 1 year of experience as a Laboratory Animal Veterinarian working with Scientists in Animal Toxicology, with emphasis on the following research disciplines: neurotoxicology, and reproductive toxicology, teratology and perinatal toxicology, geriatric toxicology, and pulmonary toxicology, immunotoxicology, cardiovascular toxicology, genotoxicology, hepatotoxicology and other target organ toxicology. C. Past Performance: Proposals shall be evaluated on performance under existing and prior (within the past 3 years) contracts/subcontracts/orders for the same or similar work as described in the Statement of Work. The Government's evaluation shall focus on the quality of past performance and level of customer satisfaction. For each contract/subcontract/order identified, include a brief synopsis which includes the date the work was performed, the client for whom the work was performed (include client name and telephone number), and a description of the services performed. D. Price: The proposed firm-fixed-price for the entire project shall be provided. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable.
