Description
NAICS Code: 541990 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-03-00279, and the solicitation is being issued as a 100% small business set-aside Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The associated North American Industry Classification System (NAICS) Code 541990, which has a size standard of $6.0 million to qualify as a small business, is applicable. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for microarray printing service of 400 rat arrays and 200 mouse arrays. The contractor shall produce high-quality microarrays on glass slides provided by EPA. The contractor shall print 400 rat arrays from oligonucleotides provided by EPA in 18 unique 384-well plates. These are the Qiagen rat genome oligo set v1.1, plus one control plate from Qiagen, and one plate of 97 custom oligos and the 10 Stratagene SpotReport oligos in quadruplicate. A total of 5,838 rat oligonucleotides will be provided (though some of the control oligos are in replicate wells for a total of 6,198 wells to print). Each rat oligo/well shall be printed in duplicate on each array. The rat arrays shall be printed in 2 separate printing lots of 200 slides each. The first lot shall be printed within 30 days of the award of this contract, and the second lot shall be printed within 2-6 months of the award of this contract (at EPA's discretion). The contractor shall print approximately 200 mouse arrays from oligonucleotides provided by EPA in 46 unique 384-well plates. These are the Qiagen mouse genome oligo set v2.0, plus one control plate from Qiagen, and one plate of 10 custom oligos in triplicate wells and the 10 Stratagene SpotReport oligos in quadruplicate. A total of 16,507 mouse oligonucleotides will be provided (though some of the control oligos are in replicate wells for a total of 16,917 wells to print). Each mouse oligo shall be printed once on each array. Mouse arrays will be printed in a single lot of 200 within 60 days of award of this contract. It is the intent of EPA to provide 200 mouse arrays; however, the number of mouse arrays may be adjusted depending on available funds. The period of performance will be within 6 months from the date of award. High quality microarrays on glass slides are required. Spot size coefficient of variance shall be 10% or less, with a target spot size of 100 microns. Spot placement must be accurate and orderly, with no spots out of alignment within each subarray. A file of coupling efficiency data must be provided, using a covalently-linked fluorescent dye compatible with our scanners used to detect Cy3 and Cy5 dyes on one QC slide from the production lot. This file will indicate the total number of samples "missed" on the QC slides, and their plate location. Acceptable print runs will have no more than 1% of the total number of samples missed. The EPA will provide the oligonucleotides and glass slides for printing. Partial payments for each printing lot will be made upon receipt and acceptance of report. Contractor shall provide appropriate paper and electronic files, including a "gal" type file specifying locations of specific oligos on the arrays. The following FAR provisions apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items; 52.212-2, Evaluation--Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: The Government intends to award a single contract to the responsible offeror whose technically acceptable proposal represents the best overall value to the Government based on the evaluation of the technical criteria and samples, past performance, and price. Only those offerors submitting technically acceptable proposals (as determined under Criteria A below) shall be considered for award. For the purpose of this best value evaluation of technically acceptable proposals, technical criteria, past performance and price are of approximately equal importance. The following is a description of each evaluation criterion, including information which must be included with the initial response: A. Technical Capabilities and Samples - 1. Provide a copy of the QA/QC protocols; 2. Demonstrate ability to print at least 200 slides per print run of the quality specified in the statement of work; 3. Demonstrate ability to print from an unlimited number of sample plates; 4. Submit 3 sample slides, using similar types of 60-80mer oligonucleotides (minimum of 50 different oligos printed in triplicate) on Amersham Codelink slides. The sample slides must be labeled with a covalently-linked fluorescent dye compatible with our scanner used to detect Cy3 and Cy5 dyes; 5. Ability to provide a file of coupling efficiency data, using a covalently-linked fluorescent dye compatible with our scanners used to detect Cy3 and Cy5 dyes on one QC slide from the production lot. B. Past Performance - Past performance will focus on the quality of service and level of customer satisfaction. Each offer submitting a technically acceptable proposal (as determined by Criterion A) shall be evaluated on performance under existing and prior contracts/subcontracts/orders for similar services. Please include a list of contracts/subcontracts/orders completed within the past 3 years and/or are currently in process that are similar to this requirement. Submit the company name, address, telephone number, and point of contact. C. Price - The proposed firm-fixed price for all services shall be entered in the appropriate block on the form provided by the Government. The price shall include all cost associated with performing the required services. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. Award will be made to the offeror whose technically acceptable offer is determined the best value to the Government, price and other factors considered. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.246-11, Higher Level Contract Quality Requirement, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor- Cooperation with Authorities and Remedies; 52-232-34, Payment by Electronic Funds Transfer. Any applicable wage determination(s) will be made a part of the resultant purchase order. The completed Representations and Certifications should be included with the price proposal.
