Description
NA RENOVATE ELEVATOR IN BUILDING 110/110A AT THE VA MEDICAL CENTER, HAMPTON, VIRGINIA. Contractor shall provide all labor, materials, tools, equipment, supplies and supervision as necessary, but not limited to preparing the site for building operations, including demolition and removal of existing structures, and perform work for Renovation of Elevators in Buildings 110 and 110A, at the Veterans Affairs Medical Center, Hampton, Virginia as required by this solicitation. Construction cost range $250,000.00 to $500,000.00. The NAICS is 333921. All work shall be performed in full accordance with drawings and specifications. Completion time is 210 calendar days after Notice to Proceed. The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose proposal conforms to this solicitation and will be the "Best Value" to the Government, price, and technical factors considered. Offers will be evaluated using the following factors, not in priority order: 1) EXPERIENCE AND TECHNICAL APPROACH; 2) PAST EXPERIENCE; and 3) COST PROPOSAL. The Government reserves the right to reject any or all offers at any time prior to the award; to negotiate with any or all offerors; to award the contract to other than the Offerors submitting the lowest total price; and award to the Offeror submitting the proposal determined by the Government to be the most advantageous to the Government. Offerors are advised that an award might be made without discussion or any contact concerning the proposals submitted. Offers should be submitted in the most favorable terms. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, and/or revise their proposals. Firms submitting price and technical proposals will not be compensated for submitted specification or documentation. An electronic copy of the solicitation may be obtained FREE on or about JULY 24, 2003 at URL: http://fedbizopps.gov or http://www.bos.oamm.va.gov. Offerors will need to use the solicitation number RFP 246-03-00323 in order to download the solicitation documents. Any amendments issued to this solicitation will also be available at this URL address. Offerors are advised that they are responsible for obtaining amendments. No fax or telephone request accepted. All questions shall be submitted in writing. A pre-proposal and site visit conference will be held AUGUST 5, 2003 at 10:00 a.m. at the VA Medical Center, Emancipation Drive, Building 36, Facilities Management Conference Room, Hampton, Virginia. Proposals due on AUGUST 25, 2003 at 2:00 p.m. local time.
