Description
The Government intends to conduct an economic feasibility study for utilities privatization to determine whether it is economically feasible to negotiate and award contracts to privatize the electric and water utility distribution systems at Cape Cod AFS, Massachusetts, which would include granting access and transferring ownership to these systems. If the study results in favorable economic determinations, contracts will be awarded for 23 years, which is the duration of the lease agreement applicable to Cape Cod AFS. Contracts will be for the operation and maintenance (O&M) of these utility distribution systems. Access will be granted through execution of Right of Ways, and transfer of title will occur through execution of Bills of Sale. The O&M contract will be governed by the Federal Acquisition Regulations. The transfer of property and granting of access is authorized by 10 U.S.C. 2688. The electric and water utility distribution systems at Cape Cod support approximately 140 personnel, 100 acres, and 12 buildings. The successful offeror or offerors will be required to comply with all service distribution requirements outlined in the solicitation, to obtain all applicable permits, licenses and certifications necessary for performance, to possess the financial resources necessary to provide operation and maintenance of the utility distribution system(s), and to possess the financial resources required for capital improvements. In order to be considered for contract award, non-regulated utilities will be required to obtain performance bonds. For the water utility distribution system, the Point of Contact is Ms. Yvonne Cook, Contracting Specialist, Phone (719) 556-4999, Fax (719) 554-2744, e-mail Yvonne.cook@peterson.af.mil, or Capt.
