Description
NA The Southern Region Contracting Center, Fort McPherson, GA plans to offer the privatization of the electrical distribution systems at Fort McPherson and Fort Gillem, Georgia. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, a firm will be selected to assume ownership of the electrical distribution systems. The successful firm will be required to purchase the existing systems from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The successful contractor may or may not be the supplier of the commodity procured by the Government. The resulting c ontract, if awarded, will require the contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility systems to ensure continuous, adequate, and dependable service for each Government tenant or connection within the service area. The contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement as an attachment to the RFP. The utility systems will be conveyed via a Bill of Sale upon award of the contract. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility systems being privatized are described as follows: Fort McPherson currently purchases power at 12.5 kV from Georgia Power Company at a sing le primary delivery point. Two Georgia Power 34.5 kV transmission circuits, one overhead construction and one underground supply the central commercial area. Fort McPherson owns and operates an electrical distribution system consisting of: one 12.5 kV dist ribution substation; approximately 4.3 circuit miles of overhead primary distribution line; and approximately 2.8 circuit miles of underground primary distribution line. The main substation, which supplies the entire installation, consists of two incoming 34.5 kV transmission line bays, two 7.5 MVA 34.5-12.5 kV transformers, three 333 kVA voltage regulators, and five 12.5 kV feeder vacuum circuit breakers. Georgia Power owns the 34.5 kV switching and protective equipment, and the two power transformers. For t McPherson owns the 12.5 kV vacuum circuit breakers. The primary distribution system consists of five 12.5 kV circuits. The distribution system is composed primarily of overhead, pole-line construction (which is conventional, open wire construction) with pole-mounted transformer banks. In addition, there is also a small amount of underground primary construction, utilizing both direct burial and duct type construction practices. Fort Gillem currently purchases electrical power at 12.5 kV from Georgia Power at a single primary delivery point near the north boundary of the installation. Fort Gillem owns and operates an electrical distribution system consisting of: one 12.5kV distribution substation; approximately 17.1 circuit miles of overhead primary distrib ution line; and approximately 1 circuit mile of underground primary distribution line. The main substation, which supplies the entire compound, is a conventional, outdoor, air-insulated substation consisting of two incoming 115 kV transmission line bays, o ne 20 MVA 115-12.5 kV power transformer, and a 12.5 kV secondary structure. The secondary structure is configured with a main oil-filled circuit breaker, a main and transfer bus, voltage regulators, and four feeder oil-filled circuit breakers. Georgia Powe r owns the 115 kV switching and protective equipment and the power transformer. Fort Gillem owns the 12.5 kV structure, bus work, voltage regulators, and oil-fi lled circuit breakers. This substation provides voltage regulation, control, and over-current protection for four 12.5 kV overhead feeders. The majority of the distribution circuits are configured with loop tie switches to neighboring circuits. The distrib ution system is composed primarily of overhead, pole-line construction (which is narrow-profile, open wire construction) with pole-mounted transformer banks. There is also a small amount of underground primary construction (utilizing duct type construction practices and pad-mounted transformers). The major underground primary facilities are arranged in a looped configuration. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are requir ed to submit a subcontracting plan, which meets the requirements of FAR 52.219-9. Solicitation DABK01-03-R-0010 will be available on or about 29 Aug 03 at the Army's Single Face to Industry site at http://www.us.army.mil/. No paper copies or CDs will be provided. It is the proposer??????s responsibility to check the website for amendments and other information related to the request for proposal. Proposals shall be submitted by mail or hand carried in accordance with the time, date and location specified in Block 9 of the SF 33.
