- NA The West Virginia Air National Guard located at Martinsburg WV and the USPFO for West Virginia will issue a Request for Proposal (RFP) for services, non-personal to provide all plant, labor, transportation, materials, tools, equipment, and supervision nece ssary to perform and complete the C-5 Aircraft Site Improvements and Utilities. Work includes, but is not limited to, water and sewer lines and appurtenances, storm sewer lines and appurtenances, storm water detention ponds, site grading, seeding, concret e curb and gutter, roads, natural gas lines, underground electrical distribution lines, communications lines, and 20 SF entry control building. The estimated construction cost is between $5,000,000.00 and $10,000,000.00. The type of contract is a firm fixe d price. Construction/contract completion time is anticipated to take approximately 365 days after notice to proceed. The North American Industry Classification System (NAICS) code for this work is 237110 Water and Sewer Line and Related Structures Constru ction. The small business size standard is $28.5 million average annual revenue for the previous three years. This project is being procured on an UNRESTRICTED basis in accordance with the Small Business Competitiveness Demonstration Program (ref. FAR 19. 1007(a) (2)), however, all responsible sources are encouraged to submit a proposal. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the of fer. The tentative date for issuing the solicitation is on-or-about July 28, 2003. The tentative date for the pre-proposal conference is on-or-about August 14, 2003, 1:00 p.m. local time at the 167th AW Air Base and all contractors are encouraged to atten d. ALL questions for the pre-proposal conference must be sent by August 12, 2003 via e-mail only to p&cwv@wv.ngb.army.mil. Directions and instructions for entering the base will be provided in the solicitation package. Past Performance Proposal closing date is scheduled for on-or-about August 19, 2003. The solicitation closing date is scheduled for on-or-about September 2, 2003. The contract will be awarded under FAR Part 15 Source Selection procedures specified in the solicitation. Evaluation factors include Price, Past/Present Performance and Technical requirements to include but not limited to, the proposed work schedule in CPM format. The Government intends to award without conducting discussions, therefore, the offeror??????s initial proposal shall contain its best terms. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888- 227-2423. The solicitation, all amendments, site visit minutes and questions with answers will be posted on the web. Perspective offerors must register at the web site. There is no charge for the plans and specifications, which will be available at the f ollowing internet site http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The entire solicitation including plans and specifications will be av ailable in electronic format through the EBS site. Prospective offerors may also obtain plans and specifications in hard copy or compact disk (CD) format by writing to Hayes, Seay, Mattern & Mattern (HSMM), 1030 15th Street, NW, Suite 500, Washington, DC 2005-1503. A non-refundable fee of $158.00 per set will be charged for the printed version, and a non-refundable fee of $35.00 per copy will be charged for a CD. Payment will be made by check to HSMM. Any prospective offerors obtaining the plans and spe cifications from HSMM are still required to access the aforementioned EBS web site and register to be placed on the plan-holders list. Amendments, if/when issued will be posted to the EBS page http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.as p for electronic downloading. This will normally be the only method of distributing amendments; therefore, it is the offerors responsibility to check the web site periodically for any amendments to this solicitation.
