- Description
- NASA/ARC plans to issue a Request for Offers (RFO) for a construction project to repair the chiller in Building N233. The work includes mechanical, electrical, architectural, and structural modifications as outlined below. All work is to be performed at the Ames Research Center, Mountain View, California. Provide heating water pumps and HW distribution system, sump pump, chilled water pumps, new chilled water lines for new distribution system. Provide roof mounted air handling unit, ductwork, and VAV box system for first floor HVAC system. Provide make-up air unit and ducting. Provide and install five in-space-air conditioning units (ISUs) including chilled water and electrical services. Provide new CHW, ducting, and controls for existing fan coil units. Construct HVAC shaft from roof. Provide structural supports and architectural changes. Provide and install new motor control center and transformer to replace existing equipment. Provide new electric distribution system and controls system for contract work. Demolition of mechnical equipment in the basement of N233 to allow installation of new equipment will be required. This work will be performed under asbestos abatement and lead abatement procedures. Basement work includes concrete slab and sump construction. Modifications to the existing mechanical, electrical and controls systems are required as shown on the referenced drawings for all the above work elements. Related architectural work is also required. Abatement of asbestos and lead painted materials will be required. Extensive Coordination will be needed to schedule this work to minimize interference in work areas with concurrent Government activities. The order of magnitude for the procurement is $500,000 to $1,000,000 and the effort shall be completed within 270 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program and is advertised under "Full and Open Competition." The NAICS Code and small business size standard for this procurement are 238220 and $12,000,000, respectively. The anticipated release date of the RFO is on or about July 30, 2003, with an anticipated offer closing date of on or about August 29, 2003. The firm date for receipt of proposals will be stated in the RFO. SPECIFICATIONS AND DRAWINGS WILL ONLY BE MADE AVAILABLE ON CDROM. All requests for copies shall be made by e-mail to tmarshall@mail.arc.nasa.gov. All responsible sources may submit an offer which shall be considered by the agency. The contract will be awarded to the firm providing the offer with the best value to the Government based on price and technical factors as defined in the solicitation. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement with the exception of the specifications and drawings will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
