- Description
- The U.S. Agency for International Development (USAID), the Bureau for Economic Growth Agriculture and Trade, Office of Energy and Information Technology (EIT), intends to award approximately three (3) Indefinite Quantity Contracts (IQCs) resulting from this solicitation, including two (2) full and open and one (1) set-aside for an 8(a) firm. The task orders under this award will be either Cost-Plus-Fixed-Fee (CPFF) or Firm Fixed Price (FFP). The total ceiling price is $100 million and the maximum aggregate dollar value of all task orders awarded to all contractors cannot exceed the contract ceiling. The period of performance for this contract is five (5) years from the date of award of the contract. The purpose of this Request for Proposal (RFP) is to facilitate more effective and efficient knowledge management in the energy sector focusing on specific areas of interest within the broader themes of governance, social development, and the environment. It will focus on: 1) institutional strengthening; 2) energy policy reform; 3) environmental and related infrastructure; 4) promoting greater efficiency of energy production, distribution and use; 5) fostering the commercialization and use of renewable energy technologies and demonstrating appropriate technologies to reduce energy-related environmental degradation and mitigate emissions of greenhouse gases; and 6) stakeholders roles and participations. The goal of this Statement of Work is to help developing countries and economies in transition to design effective new strategies to meet growing energy demand through the promotion of marked based policies that enable more efficient power production, energy conservation, increased use of renewable energy sources, and private sector participation in the energy sector. This will be accomplished by: 1) promoting energy sector reform; 2) establishing market based policies; 3) instituting improved energy standards; and 4) strengthening institutions that enhance energy development through private sector participation. The place of performance for these activities will be worldwide. This solicitation will require large businesses to allocate a minimum of 10% of the total estimated cost to small business firms via their small business subcontracting plan. The North American Industry Classification System (NAICS) code is 541690 and the small business size standard is $6.0 million. The preferred method of distributing the USAID Procurement information will be through Federal Business Opportunities (www.fbo.gov). It is the responsibility of the recipient of this solicitation to ensure that it has been received in its entirety and USAID bears no responsibility for data error resulting from this transmission. This solicitation will be posted on the Government Point of Entry (GPE) on or around July 16, 2003.
