- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate with Ionics, Incorporated of Bridgeville, PA on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the purchase of an additional seven (7) Safety Shim Rods. The original contract for seventeen (17) rods was with Ionics, Incorporated and the Government now has a need for an addition seven (7) Safety Shim Rods. A general description of the Safety Shim Rods required is as follows: 1 inch thick by 5 inches wide and have active poison that is 52 1/4 inches long. The hollow interior is filled with helium and sealed and the cadmium is clad on the outside and inside surfaces with aluminum. The cladding of cadmium between two aluminum surfaces shall be without any gap and shall be in perfect contact. The hub section of the rod is made of aluminum plate. The 0.040 inch thick cadmium is in sheet form and is 99.95% pure. The safety shim rods are critical components of NIST nuclear reactor. The manufacture of these rods must follow strict quality control and quality assurance procedures. Certified materials per American Society of Testing and Materials (ASTM) standards must be used. Manufacture and testing shall be per ASME, AWS, MIL codes and standards and per 10 CFR 21. Ionics is uniquely qualified to fulfill this requirement because Ionics developed the process in fabricating the shim rods that are custom made for NIST. Ionics is currently in the process of fabricating the seventeen (17) Safety Shim Rods and has enough material to make the additional quantity of seven. It would not be cost effective for the Government to acquire the additional seven (7) Safety Shim Rods from another source because a considerable amount of time and resources was required in developing the process in which to fabricate the Safety Shim Rods. The delivery shall be made in February 2004 and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order utilizing Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by July 18, 2003. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
