Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) will sponsor an INDUSTRY DAY on July 22, 2003, 9:00 am to 4:00 pm, at the Bureau of Census, Federal Building #3, Morris H. Hansen Auditorium, Suitland Federal Center, Suitland, Maryland. This will be an all day event that will be solely focused on the NOAA National Environmental Satellite, Data, and Information Service (NESDIS) requirement for the continued maintenance and support of the Central Environmental Satellite Computer System (CEMSCS) as previously posted at the following url: http://www1.eps.gov/spg/DOC/NOAA/AGAMD/NOAA-CEMSCS-04-04-2003/listing.html Attendance will be limited to no more than five representatives per firm. All attendees must register as an interested vendor at this posted location (Select Register as Interested Vendor). Register no later than July 20, 2003. This registration will be used for security clearance onto the site. Those entering the Government facility may be subject to additional security measures. Handout material will not be provided at the presentation, but will be posted to the FEDBIZOPPS website prior to July 22, 2003. Attendees are responsible for downloading a copy of the presentation, if they require a copy during the days events. INDUSTRY DAY will consist of three major functions: (1) the Government will provide the public with information on the CEMSCS; (2) the Government will facilitate a site visit of the system; and, (3) large businesses will be afforded space and a table to facilitate and promote small business participation in subcontracting. Specific information pertaining to the three major functions is provided below:------------ (1) the Government will provide the public with information on the CEMSCS - During INDUSTRY DAY Government personnel will provide presentations on the NOAA NESDIS mission and goals as they relate to CEMSCS. It is anticipated that these presentations will be three hours in duration. The Department of Commerce and NOAA representatives from the Office of Small and Disadvantaged Business Utilization (OSDBU) will be providing information on the agencys Subcontracting guidelines. Information may also be retrieved from the following url: http://www.osec.doc.gov/osdbu/Subcontracting.htm. All information provided during INDUSTRY DAY is for informational purposes and should not be considered a requirement unless specifically stated in the resulting solicitation. ------------ (2) the Government will facilitate a site visit of the system - A tour of the computer area will be conducted. Space for the tour is limited. The Government will have a registration table during the morning of July 22 for tour/site visit registration. Firms must register for the tour at the registration table in person. Registration will be on a first come, first served basis and NO MORE THAN TWO REPRESENTATIVES PER FIRM will be registered for the tour. ------------ (3) large businesses will be afforded space and a table to facilitate and promote small business participation in subcontracting. The Government has established small business subcontracting goals for the NESDIS CEMSCS acquisition. Offerors will be required to submit information with their proposal that addresses their proposed small business subcontracting plan including the proposed goals and approach to meeting the goals. The acquisition will require offerors to subcontract not less than 20 percent of the amount proposed for the acquisition to small businesses utilizing direct services. In addition, offerors will be required to maintain small business subcontracting at percentages consistent with the Department of Commerce small business subcontracting goals guidelines of 44 percent of the total subcontracted amount to small businesses, that includes subcontracting as follows: 18 percent to small disadvantaged businesses, 8 percent to women-owned small businesses, 4 percent to veteran-owned small businesses, 3 percent to service-disabled veteran-owned small businesses, and 3 percent to HUBzones. The Government will be aggressively monitoring small business subcontracting throughout the life of this acquisition and incentives in the contract will be based, in part, on the contractors actual performance in meeting and exceeding the established goals. In order to promote and facilitate small business subcontracting effort, the Government is making tables available to interested vendors seeking small businesses for subcontracting opportunities for the CEMSCS acquisition. This will benefit those large businesses that participate by demonstrating positive efforts in trying to ascertain small business subcontracting for this requirement.
