Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, Florida is seeking initial fixed-wing, commercial multi-engine instrument flight training for one student beginning August 29, 2003, completing April 2004. The vendor shall meet the following minimum requirements: FAR Part 141 certified flight school or agency, a minimum of 176 hours of classroom academic instruction, a minimum of 26 hours of Crew Resource Management classroom instruction, a minimum of 44 hours of Dual Flight instruction in a single engine aircraft (VRF), a minimum of 61 hours of Solo Flight in a single engine aircraft, a minimum of 55 hours of Dual Flight instruction in a multi-engine aircraft, a minimum of 30 hours of instruction in a light piston or turboprop multi-engine flight trainer/simulator, a minimum of 4 hours of spatial disorientation training, a minimum of 4 hours of upset recovery training in a fully aerobatic aircraft, a minimum of 110 hours of pre-flight briefings/instruction, all necessary books and supplies for training, FAA written fees, FAA Class I Medical, student/instructor ratio of not more than 4 to 1, student must have the option to remain with instructor for duration of training, vendor must train a minimum of 300 students per year, instrument training shall be completed in multi-engine aircraft capable of GPS approaches. Contract award will be based on the lowest price offer meeting these minimum requirements, using the commercial item acquisition process. The solicitation will be available on or about July 18, 2003.
