Description

The National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC) is issuing notice of intent to negotiate a sole source procurement with Battelle Memorial Institute. The purpose of the work is to enhance an ongoing effort by expanding the planning component to include a description of economic concepts and methods that are relevant to coastal habitat restoration. The contractor shall provide the following: (1) Draft and final versions of an annotated bibliography; (2) Draft and final versions of non-technical articles with illustrations and spatial data presented in a compliant metadata. The proposed project is an extension of ongoing efforts that will result in the development of a guide to coastal habitat restoration performed by Battelle Memorial Institute. The results of the new efforts must be integrated with the results of the ongoing effort. Battelle is uniquely qualified to perform this work because of detailed knowledge of the scope of ongoing efforts that are to be enhanced by the new work as well as their access to proprietary data necessary for the completion of the work. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 29, 2003. Written requests may be faxed to (757) 441-3786. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
