- Description
- The Program Support Center has a requirement for the Office of Womens Health (OWH), Department of Health and Human Services to support the development of a Womens Primary Health Care Survey Center to promote the assessment of womens access to primary disease prevention and health promotion services, especially minorities, in the United States. The Government intends to negotiate on a sole source basis with Wake Forest University School of Medicine, Medical Center Boulevard, Winston Salem, NC 27157 for the services of Dr. Roger Anderson, Associate Professor, Department of Public Health Sciences to conduct this effort. The period of performance shall be one year from date of award and award shall be made utilizing FAR Part 13, Simplified Acquisition procedures. A collaborative group of health services researchers working with the OWH National Centers of Excellence in Womens Health (CoE) program developed an evaluation tool to assess quality of womens health care. As a result of publications in scientific journals, considerable interest in this womens health evalution tool from academic and research centers has been received. There is a need for a dedicated survey center to provide access to the survey package and resources to academic and non-academic primary health care centers through targeted advertisements, mailings, and survey support services to facilitate survey implementation. Specifically, the contractor shall 1) advertise and disseminate the evaluation tool to primary care settings across the nation or by website free of charge; 2) provide assistance and protocols for data collection that include manuals and collection services using the established CoE Quantitative Evaluation Survey telephone survey group and expertise; and 3) maintain a depository of data by which the contractor shall pool, analyze and report findings. The Survey Center shall provide de-identified benchmarking services to users of the survey so that scores may be interpreted as a percentile or ranking based upon the CoE program. The contractor shall especially focus on building a database that may address public policy issues of womens health care equality by age, race/ethnicity, and region of country/locale. Dr. Anderson is uniquely qualified to conduct this effort in as much as he served as Chair of the CoE Quantitative Evaluation Committee and head of the Data Coordinating Center for Clinical CoE Evaluation project and developed the study methods and procedures for evaluating womens healthcare centers based upon the survey. He is a co-developer of the survey tool and has published works describing the instrument and development and outcomes. Dr. Anderson has expertise in patient satisfaction benchmarking through his academic work at Wake Forest University School of Medicine as well as with national benchmarks of quality of care information through federally funded grants from the National Institute of Health and Agency for Healthcare Research and Quality.
