- Description
- The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services(CMHS) through the Division of Acquisition Management(DAM), Program Support Center(PSC), plans to award a 12 month contract using simplified acquisition procedures to the National Association of State Mental Health Directors. The anticipated date of award is August 4, 2003. The purpose of this technical assistance project is to broadly inform and infuse study findings into state mental health systems practice on best emergent practices for working with women with co-occurring disorders and histories of violence who are dependent on the public mental health system for their services. State mental health agencies serve as both gatekeepers for this system and at the same time can also serve as powerful champions for doing business in this new manner. Thus, they are the core constituent group to whom this project?s activities will be directed. The Contractor shall compile findings from this study in collaboration with the Women and Violence Coordinating Center located at the Policy Research Associates, Inc. (PRA). Work with SAMHSA to compile secondary findings not part of the formal study protocols. Translate findings into user-friendly guidelines for use by State mental health agencies that fund counties and other direct providers. Conduct activities to provide findings to stakeholders using mechanisms including, but not limited to, direct technical assistance training, nationally distributed publications, presentations at three national conferences and web-based resources. Focus on two priority areas: a) women in state hospitals; and b) women in jails. Disseminate relevant findings to an advisory workgroup made up of key national organizations including NAMI, NMHA, Bazelon NAPHS, NCCBH, CWLA. The scope of this proposal would include the hiring of a part time project coordinator who would be well versed in both clinical practice and in research into practice analysis and dissemination. The coordinator would work under the direction of the Director of the Office of Technical Assistance at the National Association of State Mental Health Program Directors (NASMHPD) with full collaboration with the NASMHPD Research Institute, Inc. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
