- Description
- The Program Support Center has a requirement for the Office on Womens Health for the continued development of the National Centers of Excellence in Womens Health (CoEs). The scope of the requirement is to examine the process by which minority women enter the research process and evaluate the efficacy of the informed consent forms (ICFs) utilized by the CoEs and the National Community Centers of Excellence in Womens Health (CCoEs) and their possible role as a barrier to the recruitment and retention of minorities into clinical research. The Government intends to negotiate on a sole source basis with MCP Hahnemann (d/b/a Drexel University), 2900 Queen Lane, Philadelphia, PA 19129, for the services of Ana Nunez, M.D., Center Director MCP Hahnemann CoE and the Womens Health Education Program (WHEP) of Drexel University College of Medicine to conduct the evaluation. The term of the contract is one year during which the contractor shall (1) obtain informed consent forms (ICF) from the 13 National Centers of Excellence in Womens Health and 12 National Community Centers of Excellence in Womens Health; (2) recruit Caucasian, African-American and Latina participants for focus groups; (3) enroll participants into computer based ICF analysis sessions and analyze data from the analysis sessions; and (4) develop recommendations for change to ICFs to improve recruitment and retention of minorities in clinical research. This project has been justified in accordance with FAR 6.302-1 Only One Responsible Source. Dr. Ana E. Nunez and WHEP are uniquely poised to successfully carry out this project. Past performance has indicated proficiency in recruitment of minority women for similar projects. WHEP is expert at recruiting and retaining subjects in research while functioning within a proscribed setting for research policy and procedures. Dr. Nunez and WHEP shall utilize these skills to 1) analyze the effect of these policies and procedures on minority womens attitudes towards research and 2) bring this knowledge to those who might have an impact on how research administration uses this process with minorities. Any organization interested in responding to this requirement shall provide a capability statement documenting their experience with similar projects. No solicitation document is available.
