Presolicitation Notice Date Submitted: 2 July 2003 OC-ALC/LGKIA DIR CONTRACTING/COMMODITITES 3001 STAFF DR STE 1AC498C TINKER AIR FORCE BASE OK 73145-3028 16?OVERHAUL AND REPAIR, HYDRAULIC SERVOVALVE, POC: CHUCK BAUTISTA / LGKIA/(405) 739-4404. Services, Non-Personal, Repair: The contractor shall provide all labor, facilities, equipment and all material to accomplish the repair/overhaul and/or modification. Additionally, the successful contractor will be required to pass the Initial Production Evaluation of 1-5 each HYDRAULIC SERVOVALVES (NSN: 1650-00-609-8372, P/N: 5-97213-2) before authorization is given to proceed with the remaining production to include any option year production. Contractor is also required to perform all test, packing and packaging and return to the government in accordance with the work specifications contained in the contract, the line items of Air Force equipment listed below. A firm fixed price type requirements contract is contemplated for one year, plus four one-year options for all CLINs. The items and estimated quantities are as follows: CLIN 0001: NSN: 1650-00-609-8372, P/N: 5-97213-2, Noun: Hydraulic Servovalve, Application: C-135. CLIN: 0001AA; Basic year - 23 each, (1-5 each, IPE) The Contractor shall furnish a written notice to the Procuring Contracting Officer (PCO) through the Administrative Contracting Officer (ACO) within 15 workdays after the required quantity of the end item(s) are available for the IPE. CLIN: 0001AB; Option I - 23 each, CLIN 0001AC; Option II - 23 each, CLIN: 0001AD; Option III - 23 each, 0001AE; CLIN 0002 - Over and Above as required. CLIN 0003 - Data and Reports IAW DD Form 1423. This solicitation is to obtain a requirements type repair/overhaul contract with 100% Contractor Furnished Material (CFM). The "APPROVED SOURCES" ARE: BOEING COMPANY (CAGE CODE: 81205), DOWNEY COMPANY (CAGE CODE 98315) AND AIRCRAFT SYSTEMS (CAGE CODE: 3M476). The approximate solicitation issue date will be 19 July 2003, the approximate closing date will be 23 Aug 2003, 1300hrs. Deliveries are to be at a rate as follows: CLIN 0001AA - CLIN 0001AE: 23 each per month, 30 days After Receipt of Order and/or Repairable Assets. No telephone requests. Qualification requirements: Sources must be qualified and approved prior to being considered for award. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Specifications, plans, drawings or data relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Award will be made only if the offeror, the product / service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of the acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
