Description
This is an EOY Unfunded Construction Request for Proposal (RFP), Price Performance Trade-Off (PPTO) solicitation and award shall be under best value procedures in accordance with FAR Part 15. Prospective offerors shall furnish proposals necessary to complete primary work contemplated under the North American Industry Classification System (NAICS) for masonry, 238140; a specialty trade code classification with a size standard is $12,000,000.00. There will be no public bid opening. Description of work: Install a gate and wrought iron fence with brick pillars from Building 460 to building 506 in order to restrict access from the working historic district along Hangar Road to Flight Lines 1 and 2. The magnitude of this project is between $500,000.00 and $1,000,000.00. Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. This acquisition is being considered for a HUBZone set-aside. In addition, Service Disabled Vets and Woman Owned HUBzones are encouraged to submit a response to this synopsis, which will be evaluated by the agency. If your firm is HUBZone certified and intends to propose on this acquisition, you must provide the following information to the Contracting Officer not later than ten (10) days after the publication of this notice: (a) SBA Certification of HUBZone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent, relevant experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers; (d)A certification from the surety stating your available bonding under the stated magnitude of construction. If a teaming arrangement is contemplated, provide complete information as to the teaming arrangements with same partner, and evidence of tasking appropriate to meet the subcontracting qualifications. For general construction, the qualified HUBzone small business concern must spend at least 15% (25% for special trade construction) of the cost of contract performance incurred for personnel (labor) on the concern's employees or the employees of other qualified HUBzone small business concerns. Teaming partners will be treated and evaluated as subcontractor arrangements. All the above must be submitted in sufficient detail within ten (10) days after the publication of this notice or the solicitation will be issued unrestricted pursuant to the Small Business Competitiveness Demonstration program. The closing date and time for submission of proposals will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 375th Contracting Squadron, Scott AFB IL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.eps.gov in order to receive notification and/or changes to the solicitation. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. All contractors MUST be registered in the Central Contractor Registration database in order to receive an award. Contractors can obtain further information on the Central Contractor Registration (CCR) at website http://www.ccr.gov/index.cfm.
