- NA Network Centric Core Enterprise Services for Collaboration Support. This is not a request for proposals and does not commit the government to award a contract now or in the future. No solicitation is available at this time. The United States Army Chief Technology Office is seeking to identify potential sources for Networ k Centric Core Enterprise Services for collaboration in support of over 1.2 million users. The system (stand-alone or integrated suite of components) must be commercial-off-the-shelf, non-developmental items. There is no Research and Development effort i nvolved with this project. The system components will undergo operational testing. The collaboration tools will be integrated with the U.S. Army enterprise portal, Army Knowledge Online. These tools must support current directory services to include acc ess control via a SunOne Lightweight Directory Access Protocol (ldap) Server, Netegrity SiteMinder Single Sign On, and Public Key Infrastructure (pki) Common Access Cards (cac). Functionality should include Chat/Instant Messaging, Whiteboard, Audio, Video, Shared Applications Virtual Workspace and Awareness and Presence, with the following attributes, and as a minimum meet the following Defense Collaboration Tool Suite (dcts) criteria and standards: Criterion Description Applicable Standard (or Reference Implementation) for DoD Collaboration 1. Coexistence Candidate shall coexist with (dcts) environment DODD 4630.5 (coe Level 5 Compliance) 2. Collaborator Status Locate any collaborator http, xml, soap, via published api 3. Conference Discovery Locate any ITU compliant conference (e.g., meeting) on any server http, xml, soap, via published api 4. Virtual Space Discovery Locate any persistent space (e.g., room) on any server http, xml, soap, via published api. 5.Text Conference Text chat with any person, Reference conferencing clients, Reference published APIs. 6. Virtual Space Access Launch an application with default data to enter any 'accessible' persistent space (e.g., room) on any server. None, Done by demonstration with reference. 7. Conference Join Launch an application with default data to join any 'accessible' conference (e.g., meeting) on any server, H.323 (Audio/Video), T.120 (Data) 8. Application Sharing Demonstrate ability to share applications itu T.128 9. Whiteboard Demonstrate ability to annotate still images T.126 10. Audio Demonstrate ability to share audio itu H.323/G.711 11. Video Demonstrate ability to share video H.323/H.261 12. File Transfer Import/export documents between meetings and rooms itu T.127 ftp, http and xml 13. Authentication, Encryption, Lockdown Provide appropriate security mechanisms (e.g., to get permission to connect to DOD networks) and not interfere with other collaboration components Authentication by password or certificate (pki), Encryption by ssl or vpn; workstations & servers locked down according to type accreditation requirements 14. Usability Product shall not substantially degrade collaboration Usability, stability, or performance 15. Directory Services Gain access to 'public restricted' collaboration resources through global directory services on participating networks ldap V3 Additionally, multi-cast/web-cast applications should be scalable to support a minimum of 1000 participants/session and 10 concurrent sessions and viewing presentations should not require the native application such as PowerPoint on every user's desktop. C hat and instant messaging should be available within a collaboration session. Access controls must be available in collaboration sessions. Application sharing should adhere to strict Department of Defense mobile code policy (very limited use of ActiveX, and tight control of Java applets, PostScript, WebDev) and Information Assurance implementation (DoDI 8500.2) and scales to a minimum of 100 participants per session and 100 concurrent sessions. Enterprise requirements should include a very friendly user interface, high availability (clustering / global load balancing / failover), easy maintainability, operates in a bandwidth constrained environment, adheres to strict Department of Army port restrictions (as sume 443 is open, the rest are problematic), certified with the dcts, ada 508 compliant, uses no more than one-time downloads/plug-ins, and accredited through the National Information Assurance Partnership (niap). Potential sources will be asked to demons trate their solutions to the Chief Technology Office and must meet requirements stated above. Request that any party interested in being a potential source provide: a) Technical Description of five or fewer pages of their solution; b) not more than two su mmary charts describing their solution system concept; c) summarized test results with the Joint Interoperability Test Command (jitc), if any. d) list pricing; and e) availability listing of their product and all components. Format for the technical desc ription, summary chart, test results, and pricing list is Microsoft Word, PowerPoint, Excel or Adobe Acrobat pdf files.
