Description
NA Award of a Firm Fixed Priced contract is anticipated for Professional Services to produce a manuscript that addresses all significant issues relating to the history of CERP from approximately 1948 to 2000. Services include preparation of a work plan to inc lude bibliography of works to be consulted, research proposal, including schedule of chapter submissions, and travel plans regarding research institutions to be visited and people to be interviewed. Services will include research of federal, state, regi onal and local archives to obtain information pertaining to significant issues relating to the history of CERP. The final manuscript shall address engineering, environmental and economic issues and will thoroughly investigate political and social influenc es, including the roles of agricultural, environmental, industrial, urban, and related interests. The Government reserves the right to award the contract, based on initial offers received, without discussions of such offers. The contracting officer will us e a trade-off process to determine which offeror represents the best value to the Government. The factors to be evaluated are technical, past performance, and price. The contract shall be awarded to that responsible offeror whose offer conforming to the solicitation is considered to be the most advantageous to the Government, price and other factors considered. The RFP will be issued on or about July 22, 2003 and close on or about August 21, 2003. Solicitation will be issued in electronic format only. Interested offerors must register electronically. This acquisition is 100% set aside for small business concerns, therefore all re sponsible small business sources may submit an offer which will be considered by this agency.
