- NA TYPE OF AWARD: This Request for Quote (RFQ) is a Small Business Set-Aside (SBSA), and all responsible small businesses may respond. All quotes are due in on or about 14 Aug 03/1300 (1:00 pm) Pacific Standard Time (PST). Please check solicitation and any amendments thereto for exact due date/time. All offers shall be in the English language and in US dollars. This Procurement will be conducted under FSC Code: U008, SIC Code: 8748, NAICS Code: 541618. The size standard for this code is $6,000,000.00. JOB DESCRIPTION: Contractor shall furnish all labor, material, supplies, travel and equipment necessary t o provide facilitation of strategy and process improvements, facilitate off-sites and teams, conduct or lead focus groups or other surveys, and conduct training: A) Facilitate and provide support for development of Districts long-range (3-5 years) Strateg ic Planning process; B) Facilitate District Annual Organizational Assessment development based on Malcolm Baldrige performance criteria; C) Facilitate Business Plan Key Result Area Initiative Teams or areas as needed; D) Facilitate Corporate Board (strateg ic focus) and Operational Management Board (operational focus) to achieve measurable improvements in areas A through C; in the greater Sacramento CA area:. We anticipate awards of up to six (6) Blanket Purchase Agreements with a limit of Not-To-Exceed (N TE) $100,000.00 for each year. Blanket Purchase Agreements are set up to run for five (5) years (base year and four (4) additional years), if the Government chooses to extend the period of services. The BPA holders are allowed to present a new Pricing Sc hedule for the extended years including a reasonable escalation to the unit prices. Responses must include specific information as to the firms capabilities relative to the above requirements. ORDERING SOLICITATION: The solicitation for this project wil l be available on the Sacramento District Contracting Divisions Internet Home Page at http://ebs.spk.usace.army.mil/ for downloading. Any future amendments to the solicitation will also be available for download from this web site. Requests for copies of this solicitation in any other format than what is advertised will be disregarded. It is important that you first go to the Contracting Division page at http://ebs.spk.usace.army.mil and register as a plan holder. Click on Sacramento/DACW05/DACA05 Solic itations (SPK) this will take you to another page that shows all of the projects currently being advertised for the Sacramento District. Look for the RFQ that you are interested in and click on it. In order to receive notification of any amendments to th e solicitation, you are required to register for the plan holders list. Look for the blue bar that says, Solicitation Registration. Right below is a red bar that says, Register for this Solicitation, ?????? click on it. The next page requires you to est ablish a user name and password. If you have previously accessed the web page, you can gain access by entering your User Name and Password. If this is your first time, establish a user name and password. Keep the user name and password and share it with anyone else in your organization that is responsible for registering your firm on our plan holders lists. With our new system, you only have to do the full registration one time. Please complete all requested information. The solicitation will be avail able for download on or about 28 Jul 03. To download the solicitation, you need to go to the Sacramento District Contracting Divisions Internet Home Page at http://ebs.spk.usace.army.mil. From there click on SACRAMENTO/DACW05/DACA05 SOLICITATIONS (SPK). You will be taken to a list of advertised solicitations and then from there, click on the desired Solicitation Number. Along the bottom of the page, there is a bar that says DOWNLOAD/VIEW SOLICITATION FILES. Select SPECIFICATIONS from the drop down box and press the red GO button. This will take you to yet another page; under the blue bar that reads SPECIFICATIONS, there is another section titled, FILE NAME. Click on the file name and the .pdf file will open via Adobe Acrobat. All responsible small business sources may submit a bid, which will be considered by the agency. Please note that all contractors and potential contractors must be registered with the Central Contractor Registration (CCR) Database.
